- Transparency: Is the decision-making process transparent?
- Effectiveness: Is the action capable of achieving the goals?
- Necessity: Must one intervene?
- Proportionality: Do the benefits outweigh the harms that the action causes?
- Minimization of harm: Can the harm caused by the action be reduced?
- Reciprocity: Can individuals be compensated for the harm the action causes?
- Fair balance of benefits and harm: Is it likely that one sector of the community will benefit while another is harmed, or the harms distributed equally?
- Fair implementation: Will the action benefit all sectors of the community?
