  2. Transparency: Is the decision-making process transparent?
  3. Effectiveness: Is the action capable of achieving the goals?
  4. Necessity: Must one intervene?
  5. Proportionality: Do the benefits outweigh the harms that the action causes?
  6. Minimization of harm: Can the harm caused by the action be reduced?
  7. Reciprocity: Can individuals be compensated for the harm the action causes?
  8. Fair balance of benefits and harm: Is it likely that one sector of the community will benefit while another is harmed, or the harms distributed equally?
  9. Fair implementation: Will the action benefit all sectors of the community?
