2. Develops from frontonasal prominence intermaxillary segment

1. Formed by 2 palatine shelves arising from maxillary prominences and growing medial
2. Fuse with each other, primary palate anterior and developing nasal septum lower margin
3. Incisive fossa is formed at junction between primary and secondary palate

1. Secondary palate anteior part: forming bony hard palate
2. Secondary palate posterior part: remains fleshy and forms soft palate
