I THINK THE MINISTER Sthirajīvin’s SPEECH HERE IS SUPPOSED TO BE A SAMPLE OF THE MOST FLOWERY COURTIER-SPEAK POSSIBLE, AND IS THUS VERY DIFFICULT TO PARSE

“The intellect of a man, whose rising to prosperity is inevitable, expands (i.e. tends to start fresh ventures/ inclined towards starting new works); his memory becomes strong; fulfilments of his objectives come his way automatically; his ideas or plans never fail, successful arguments flash in his mind; his heart and mind become united with high and mature ideas, strong liking and affection for laudable ideas emerge in him.” (JHA)

MORE LITERALLY:
“Of/For a man who is up-and-coming (destined to prosper) [नरस्य भविष्यतः], the mind strides forward, desire becomes strong in undertaking action, deliberation/counsel, bringing results all by itself, does not encounter shipwreck, every act/deed bears fruit, thought obtains success/exaltation/prosperity, and (finally) there is a delight in praiseworthy action.”

ACTUALLY, IT MAY BE POSSIBLE TO SAVE BOTH SENSE AND WORD ORDER IF WE TAKE इति with (विपक्षस्य ) बुद्धिविपर्यासेन AND NOT WITH ज्ञातं मया, THUS:
“This was known of you being destined to succeed by virtue of the confused thinking of the enemy, that, ‘We are going to win!’” BUT THIS IS FAR FETCHED. I THINK WE SHOULD EITHER RE-WRITE THE WHOLE SENTENCE HERE TO BE IN PARALLEL WITH THE SENTENCE THAT FOLLOWS - WHICH BASICALLY SAYS ALL THE SAME THINGS THIS ONE SEEMS TO BE TRYING TO SAY, OR ALLOW THAT THE FOLLOWING SENTENCE IS ADDED IN ORDER TO EXPLAIN THE SENSE OF THE CORRUPT TEXT HERE.

THE TEXT IS ALMOST CERTAINLY BAD HERE. AT THE
VERY LEAST THE WORD ORDER IS WRONG. B&K HAVE A LONG NOTE TRANSLATING THIS. BUT EVEN SO, I THINK WE HAVE TO TAKE THE WORD विपक्षस्य OUT OF THE इति CLAUSE AND MOVE IT AFTER THE WORD इति SO THAT IT CAN GO WITH बुद्धिविपर्यासेन - ‘by the confused intelligence of the enemy” - OTHERWISE THE TEXT HERE IS HOPELESS. IF WE DO THAT THOUGH, THEN B&K’S TRANSLATION WILL FIT:
“Thus I knew by the errors (of your enemy) that you were destined (to prosper) and that he was destined to be conquered. (For) wise men know the fate of those who are destined (to prosper) and of those who are destined to fail from the course of their actions.” (B&K)
