HARD TO SAY JUST WHAT वत्सलाहृतानि SHOULD MEAN HERE IN CONTEXT. MAYBE IT MEANS FOOD OFFERED AS BIRDFOOD BY COMPASSIONATE PEOPLE? OR MAYBE IT IS RATHER THE CROW’S PARENTAL AFFECTION FOR THE MOLE THAT IS MEANT - THAT LAGHUPATANAKA BRINGS TIDBITS “SNATCHED THITHER WITH PARENTAL LOVE” (LIKE A MOTHER BIRD FEEDING HER YOUNG) FOR HIRANYAKA.

I THINK THAT लघुपतनकार्थम् IS A VIRTUAL DATIVE (WITH आहृत्य ), THUS PARALLEL WITH THE DATIVE-FORCE GENITIVE तत्कालायातस्य AS THE OBJECT OF अर्पयति - AND THAT तत्कालायातस्य IS A SINGLE CPD = ‘to him having come at that time’ OR ‘to him having come at the time for that (i.e. for the exchange of food)’.
