THE CAVSA CORRVPTELAE IS ATTRACTION OF संश्रयम् INTO THE SAME CASE/CORM AS प्रचलने EARLIER IN THE LINE - BUT IN FACT THE CONSTRUCTION CHANGES (METABOLE).

I THINK THE SENSE OF THE COUPLET IS THIS:
“In the first place (एकम्), in the case of the running away of an enemy, (there is) an opportunity for attack (छिद्रम्), in the second place (अन्यत्र), in his seeking refuge: he [the enemy (?)] making [this opportunity (?)] becomes vulnerable in the lack of focus of his royal ministers.”
I AM REALLY NOT SURE ABOUT THIS THOUGH. NO HELP FROM B&K. THE ENEMY BEING MADE VULNERABLE IN THE NOM SG. M IN LINE 2 IS APPARENTLY THE SAME AS THE ENEMY IN THE GEN SG M IN LINE 1.
