I THINK THE SOLUTION HERE IS TO EMEND संश्रये TO संश्रयम् AT THE END OF THE FIRST HEMISTICH AND MAKE IT THE D.O. OF कुर्वाणो AT THE BEGINNING OF THE SECOND. THIS SOLVES ALL DIFFICULTIES. THE CAVSA CORRVPTELAE IS ATTRACTION OF संश्रयम् INTO THE SAME CASE/CORM AS प्रचलने EARLIER IN THE LINE - BUT IN FACT THE CONSTRUCTION CHANGES (METABOLE).

I THINK THE SENSE OF THE COUPLET IS THIS:
“In the first place (एकम्), in the case of the running away of an enemy, (there is) an opportunity for attack (छिद्रम्), in the second place (अन्यत्र), in his seeking refuge: he [the enemy (?)] making [this opportunity (?)] becomes vulnerable in the lack of focus of his royal ministers.”
I AM REALLY NOT SURE ABOUT THIS THOUGH. NO HELP FROM B&K. THE ENEMY BEING MADE VULNERABLE IN THE NOM SG. M IN LINE 2 IS APPARENTLY THE SAME AS THE ENEMY IN THE GEN SG M IN LINE 1.
SEE JHA P. 454 (SAME TEXT) “Escape from his own place is one defect of the enemy (the first weak point appears in an escape of enemy), whereas, the second defect rises when he moves to another place for shelter where his attendants remain engaged in making arrangements for their stay, and, in this confusion or tumult, the enemy is easily overpowered.”

स्वकार्यम् (‘his own business’) IS A TYPO FOR स्वकायम् (‘hos own body’): “Let one who is a king pamper his servants like he would his own BODY” - NOT ‘like his own BUSINESS’. I CANNOT FIND THIS COUPLET IN JHA OR HERTEL. BUT I AM SURE THIS IS RIGHT.
