“Those possessed of firm decision are to be praised. Lofty position is not enjoyed. The Cātaka bird. How (LIT ‘Who?’) is he (LIT ‘that one’) a poor fellow, whose water-bearer is Indra (himself)?” OR ‘What Cātaka bird is to be pitied, when Indra himself carries water for him?’

APPARENTLY the Cātaka was thought to live on rain water alone - so, yes, it has made a daring decision to risk death from thirst if it does not rain - but at the same time Lord Indra does not enjoy his own lofty position but rather serves as Gunga-Din for a little bird.
