कृत्य here (as occasionally elsewhere) seems to have little or no GDV force but rather to mean simply “an act, a deed”, The couplet thus means: “When either fear or joy befalls, if he, who should (first) think/reflect, does no DEED out of impulse, then he would not obtain sorrow/suffering.”
If there is any GDV force in कृत्य here it would be contrafactual - i.e. ‘that which ought to be done IF one gave in to fear or joy on the basis of first impulse and without reflection’
