A ……………. is defined as a dispute of any action taken in the administration of the Civil Service and Personnel Rules and Regulations pertaining to any individual’s employment or employment rights not related to hiring or promotion.
2. Per employee contracts and in accordance with Section 17 of the Jacksonville Charter, the Civil Service Board for the COJ is the Grievance Board for the JSO. The Civil Service Board can screen and/or hear grievances, consolidate and coordinate grievances and prepare recommendations.

F.S.S. Chapter 119 states that all State, County, and Municipal Records, except those records that are otherwise exempt from disclosure, shall at all times be open for personal inspection by any person. The following will apply once a grievance has been filed by an employee:
a. A copy will be maintained by the JSO Human Resources Division for employees of the JSO; and
b. Once a disposition has been reached, the appropriate bargaining unit will maintain the original copy of the grievances that are submitted for employees covered under appropriate employee contracts. A copy of ALL grievance reports will be forwarded to the ……………….. and ……………….. once the final disposition has been reached.
