An on-call Missing Persons Detective will be notified on a 24 hour, seven days a week basis for any of the criteria below:
a. This call shall be made by the on-scene supervisor coordinating the search. This applies only after the initial search of the area, neighborhood canvass, and contact with relatives and friends has been conducted by patrol.
b. The on-call Missing Persons Detective should be notified immediately involving any of the following circumstances: [CALEA 41.2.5]
(1) Clear evidence of foul play (any age person);
(2) Elderly Person (out of character; or medically and/or mentally at risk to include dementia and Alzheimer’s disease);
(3) Children 11 years of age or younger; and(4) Mentally incompetent (to the extent the person is unable to care for himself/herself, and his/her daily activities are limited and constantly monitored because of his/her condition).

- When dispatched to a missing person call where the circumstances warrant an immediate search, the officer will:
a. Proceed to the scene as quickly as possible, Priority 2, without utilizing emergency equipment and obeying all traffic laws; and
b. Not swap calls, or request that the call be stacked without the approval of a patrol supervisor. The patrol supervisor will not allow a call to be swapped or stacked if doing so will result in a delayed response.
An immediate search for a missing person(s) is warranted under any of the following circumstances:
a. The missing person is less than 18 years of age;
b. The missing person is mentally incompetent (including dementia and/or Alzheimer’s disease, senile, or elderly person);
c. The possibility of foul play is suspected regardless of age;
d. The missing person has a serious medical problem/condition; or
e. Any other unusual circumstances exist regardless of age.
If the initial search is not successful in locating the victim, patrol supervisors should consider calling out …………..
police canine and bloodhound canine units, helicopters, Jacksonville Fire and Rescue Department (JFRD) Canine Units, and any additional resources necessary
The investigating officer shall obtain the information required for entry into the Florida Crime Information Center (FCIC)/National Crime Information Center (NCIC) and document the time the information was obtained in the narrative of the report. NCIC shall be contacted within …………., via the phone, for a dispatch number on all missing persons (adult or juvenile).

The use of the Code Red (reverse 911) or a Child is Missing can be activated by the on call Missing Persons Detective. Anytime the Code Red or A Child is Missing system(s) are used, the Public Information Officer (JSO PIO) and communications supervisor will be notified.
a. The on-call Missing Persons Detective will also assist with fliers and coordinated communication with the PIO and media.
b. In cases of missing children, the Missing Persons Detective may also utilize the National Center for Missing and Exploited Children.
Notification of a ……………….. shall be made when there is clear evidence of foul play or there is a kidnapping incident (refer to Order 321, Homicide Unit [Kidnapping/Parental Kidnapping]).

On bona fide incidents involving an endangered missing person, the ………………………./…………………………………..will be used. See Appendix A for a sample ICS/NIMS organizational chart for response to these incidents.
Incident Command System (ICS)/National Incident Management System (NIMS)
- General procedures for reporting missing persons are as follows:
a. Officers shall complete a separate General Offense Report for each missing person reported;
b. Officers shall complete the “missing persons” section of the report;
c. Officers who have been provided photographs of the missing person by the complainant shall:
(1) Write the victim’s name and the Central Communication Report (CCR) number of the case on the back of the photograph;
(2) Forward the photograph to the Missing Persons mailbox; and
(3) If the complainant has provided an electronic photo of the victim, the reporting officer will send the photo via his JSO email account as an attachment to missingpersons@jaxsheriff.net.
Officers shall document, in the narrative of the report, the time the information required for entry into FCIC/NCIC was obtained on all missing persons (adult or juvenile). The F.S.S. 937.021 states entry into the FCIC/NCIC systems of all missing persons will be completed within two hours after “receipt of the report.” The Federal Bureau of Investigations (FBI) has defined “receipt of the report” to mean the responding officer has completed his assignment on location and the minimum criteria for entry into FCIC/NCIC has been met. The minimum information includes the person’s full name, race, sex, date of birth, height, weight, eye color, hair color, date of last contact, and CCR number. The birth city and birth county must be obtained on juveniles. The time when the minimum entry criteria are met shall be noted in the narrative of the report for audit purposes; and [CALEA 41.2.5, CFA 15.12]
e. Officers shall contact NCIC, via the phone, for a dispatch number within two hours of the officer obtaining required information for entry. The ……… also includes the time NCIC needs to complete the entry.

Procedures for reporting missing children (under 18 years of age) are as follows:
a. Any runaway between the ages of 12 and 17 who is reported missing without foul play and has been reported missing previously on at least one occasion, will be investigated as a Category “….” investigation unless exigent circumstances exist. This is applicable to all agencies/jurisdictions that encompass Duval County. The reporting officer shall refer to the LinX Program and/or other data resources to check for previous reports from other agencies within Duval County and notate findings in the narrative of the report. B
The procedures for reporting missing adults 18 years of age and older are as follows:
a. Officers shall follow those general procedures listed in Section A above when reporting a missing adult.
b. All adult missing person cases involving an accident, clear evidence of foul play, bona fide endangerment circumstances or other critical or at risk circumstances will be assigned to the Missing Persons Unit as a Category “…” investigation. The Missing Persons Unit will continue the investigation and search efforts for the missing person. Critical or at risk circumstances can include: [CALEA 41.2.5]
(1) The need for urgent medical treatment;
(2) Emotional instability to the extent the subject is a danger to himself or others;
(3) Suicidal threats;
(4) Mentally incompetent/impaired person to the extent the subject is a danger to himself or others (including dementia and/or Alzheimer’s disease);
(5) Drug and/or alcohol dependency to the extent they pose a danger to themselves or others.

Any adult case not involving an accident, foul play, or other critical or at risk circumstances will be investigated as a Category “……” Managed Criminal Investigative (MCI) investigation.
B
If the missing person is not located within the ………. calendar day, the reporting officer will submit a Supplemental Report detailing all efforts, suspend the case, and forward the report to Missing Persons for detective assignment for follow-up investigation and search efforts.

Runaways from homes or dependency shelters are classified as “Missing Persons” and investigated as a Category “C” investigation. Tele-Serv Officers will complete missing person reports from various dependency shelters unless any of the following conditions exist:
(1) Foul play is suspected;
(2) The child has a mental illness (mentally disabled/incompetent);
(3) The child has serious health issues;
(4) The victim is 11 years of age or younger;
(5) The victim is of advanced age, or suffering from Alzheimer’s disease, dementia, etc.; and
(6) In the event Tele-Serv sends the call to patrol for reporting purposes, patrol officers will investigate the case as noted in Section B, 2 as a Category “B” investigation unless exigent circumstances exists.
