The purpose of Patrol Function police
The purpose of this order is to establish procedures for members to follow when working in a patrol capacity.
Patrol Chain of Command
Chief of Patrol;
Zone Commander (Assistant Chief or Lieutenant-In-Charge);
Watch Commander (Lieutenant or Sergeant-in-Charge);
Supervisor (Sergeant or Patrol-Officer-In-Charge); and
Police officers/Community Service Officers (CSO).
All requests and communications should follow the ____________ unless current circumstances render that impractical

Have their personal information exempted from public release for five years
Provide their contact information to victim service providers.
When a victim cannot sign the form, but wants to exercise one of the options, the officer shall complete the form on the victim’s behalf and, on the front of the form, _________________ is completing it instead of the victim

f. Escort of a civilian vehicle for directional purposes;
g. Gang-related activity;
h. Law enforcement action being taken outside Duval County;
i. Risk protection order (when one must be obtained or when one has been violated);
j. Sex crime (not resulting in serious injury);
k. Suicide attempt;
l. Three or more patrol officers; or
m. Violent calls for service where all efforts to contact the complainant(s)/victim(s) have failed.
Incidents or circumstances necessitating the presence of a supervisor, officers shall notify a supervisor, who shall respond to the following scenes.
a. Aggravated battery with a deadly weapon resulting in serious injury (WC);
b. Aircraft crash (WC);
c. Arrest, disorder, or injury of a government official (WC);
d. Arrest made on Duval County Public School (DCPS) property;
e. Boating crash (WC, if resulting in serious injury);
f. Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) incident (WC);
g. Clandestine laboratory (WC);
h. Currency seizure over $5000;
i. Death resulting from apparently unnatural causes (WC, if potentially by criminal means);
j. Fire necessitating a police response;
k. Food/product tampering;
l. Forced entry into a structure or vehicle;
m. Hazardous materials;
n. Hearing-impaired subject being taken into custody;
o. Industrial accident (WC, if resulting in serious injury);
p. Inmate escape (WC);
q. Juvenile physically arrested despite being eligible for a Juvenile Civil Citation;
r. Juvenile Civil Citation issued for any act of domestic violence;
s. Kidnapping incident (WC, if the person is still missing); [CALEA 41.2.6]
t. Large-scale evacuation (WC);
u. Missing person case involving an accident, foul play, or any critical/at-risk circumstances (WC);
v. Officer calling for help;
supervisor, who shall respond to the following scenes when an Officer-Involved incident involving a(n):
1) Arrest or disorder of an officer (WC);
(2) Response to Resistance (RTR) which requires the completion of an RTR Report;
(3) Death of an individual while in custody (WC);
(4) Injury to an officer;
(5) Serious injury to an individual (WC);
(6) Traffic crash (WC, if resulting in serious injury or substantial property damage); and
(7) Vehicle pursuit (WC).
Incidents or circumstances necessitating the presence of a supervisor, officers shall notify a supervisor, who shall respond to the following scenes.
x. Railroad accident (WC, if resulting in serious injury or a significant impact to traffic);
y. Refusal to sign a Uniform Traffic Citation when required;
z. Robbery of a financial institution (WC);
aa. Robbery resulting in serious injury (WC);
bb. Robbery with a suspect being caught in the act (WC);
cc. Search warrant being served by a patrol officer;
dd. Service animal being excluded from a location;
ee. Sex crime, child abuse, or child neglect involving serious injury;
ff. Strike or civil disturbance (WC);
gg. SWAT callout (WC);
hh. Traffic crash resulting in death or serious injury;
ii. Trafficking

Accurately complete the necessary reports and forms prior to the end of their shifts and ensure all ARMS reports are electronically approved by a supervisor
Interview complainants, victims, and witnesses in a professional manner, being sure to not display biases towards any particular party
Conduct a neighborhood canvass to locate additional witnesses and possible video surveillance
Process the scene and collect evidence when appropriate
Attempt to identify, locate, and interview all suspects
When applicable, ensure victims and witnesses receive a Victim/Witness Services Guide, which contains information on Victim Services and the Victim Notification program.
All cases must be investigated to a logical conclusion. For cases where solvability factors are present and additional patrol follow-up actions are required, the initial reporting officer shall identify the case as a ____________________ case requiring patrol follow-up on the Offense Report
Management of Criminal Investigations (MCI)
Potential suspects should be identified in reports as “Subjects” until probable cause is established, after which they should be identified as
“Suspects.”
Officers shall follow the procedures outlined in Order 201 (Arrests) when arresting suspects. When conferring with the SAO on any case, the officer shall note the name of the assistant state attorney and the date conferred in the _____________________

What category are the following cases?
a. Aggravated assault (non-firearm);
b. Aggravated assault with a firearm and no suspect in custody;
c. Aggravated battery (non-firearm);
d. Burglary involving a suspect known to the victim;

f. Criminal mischief;
g. Elderly abuse/neglect (non-aggravated);
h. Failure to redeliver a hired vehicle;

j. Misdemeanors (unless otherwise noted);

l. Natural deaths;
m. Sexting offense involving minors between the ages of 12 and 17 (first offense only);

Category A Cases
For Category A cases, patrol officers shall:
a. Complete an Offense Report or Information Report, whichever is applicable.
b. Complete a Supplemental Report within ten days of the initial report to document all investigative efforts and findings; and
c. For cases remaining open after the initial Supplemental Report, complete a subsequent Supplemental Report every ten days until investigative efforts are exhausted.
What category case are the following cases:
a. Auto burglary (Auto Crimes Unit);
b. Auto theft (Auto Crimes Unit);
c. Burglary with initial follow up information (Burglary Unit);
d. Dealing in stolen property (Burglary Unit);
e. Fraud, forgery, and embezzlement (Economic Crimes Unit);
f. Grand theft of $10,000 or more (Burglary Unit);
g. Identity theft committed in Duval County or when the suspect resides in Duval County (Economic Crimes);
h. Inmate escapes (Intelligence Unit);
i. Interference with custody (Missing Persons Unit);
j. Missing adult not involving an accident, foul play, or other critical/at-risk circumstances (Missing Persons Unit); and
k. Missing juvenile between the ages of 12 and 17 not involving foul play and who has been previously reported missing (Missing Persons Unit).
Category B Cases
For Category B cases, patrol officers shall:
a. Complete an Offense Report or Information Report, whichever is applicable;
b. Complete a Supplemental Report within 20 days of the initial report to document all investigative efforts and findings;
c. For cases remaining open after the initial Supplemental Report, complete a subsequent Supplemental Report every 10 days until investigative efforts are exhausted;
d. Coordinate efforts with the assigned detective from the appropriate unit; and
e. Upon the arrest of a suspect, have the suspect interviewed by a detective from the appropriate unit.

g. Child exploitation (Internet Crimes Against Children Unit [ICAC]);
h. Felony sex crime (SAU);
i. Kidnapping – Adult victim recovered and unknown circumstances (Homicide Unit);
j. Kidnapping – Juvenile victim recovered and unknown circumstances (SAU);
k. Kidnapping – Victim not recovered (Homicide Unit);
l. Kidnapping – Victim recovered and robbery related (Robbery Unit);
m. Kidnapping – Victim recovered and sex-crimes related (SAU);
n. Missing juvenile who has never been previously reported missing
o. Missing person involving an accident, clear evidence of foul play, bona fide endangerment circumstances or other critical/at-risk circumstances (Missing Persons Unit);
p. Risk protection order (Risk Protection Unit);
q. Robbery (Robbery Unit);
r. Sexting offenses except as noted under Category A (SAU);
s. Shooting into any dwelling/conveyance with a suspect in custody (VCU);
t. Traffic crashes with fatalities or life-threatening injuries (Traffic Homicide Unit); and
u. Unnatural or undetermined death (Homicide Unit).
Category C Cases
For Category C cases, patrol officers shall:
a. Not conduct any investigative work beyond the preliminary investigation unless directed to do so by the appropriate unit;
b. Only make arrests when probable cause exists for the arrest of a suspect and a detective has not yet assumed responsibility for the investigation;
c. Upon the arrest of a suspect, have the suspect interviewed by a detective from the appropriate unit.
Patrol officers shall select “Case Not Cleared – Detective Follow-up” on the Offense Report for a Category C case unless:
a. The victim has been recovered in a missing persons case; or
b. Directed to do otherwise by the appropriate unit.
After an officer has completed his investigation and determines probable cause to arrest a specific, uniquely-identifiable, adult suspect(s) for a misdemeanor offense or City of Jacksonville municipal ordinance violation, the officer may provide the victim or victim representative with an

a. There is no cause to believe that by not making a physical arrest or seeking an arrest warrant, the victim would be placed at risk of physical harm;

a. Review the card with the victim, including the required follow-up steps the victim must take
b. Document the incident in an Offense Report.

(2) The purpose, place, duration, and manner of the interview;

(4) Whether the interviewee is informed that he/she is free to leave the place of questioning.
When a non-custodial interview transitions into a custodial interview, the officer must ensure the individual is presented with his Constitutional Rights and, if the individual is a juvenile, parental notification is attempted Other factors specific to juveniles with regard to the admissibility of a statement and waiver of rights are:
(1) The juvenile’s age, intelligence, educational background, mental capacity, physical status, and familiarity with the criminal justice system;
(2) The length of questioning of the juvenile; and
(3) Whether the juvenile was refused the ability to speak with parents, eat, drink, or use the restroom.

Any weapons or evidence of a criminal offense disclosed by such a search may be seized (unless the weapon was being lawfully carried), and if probable cause for an arrest is established at any time during the interview, the officer may make the arrest.
If the person properly identifies himself/herself and gives an explanation for his/her conduct, he/she shall be released if there is no probable cause for an arrest
Stop and Frisk Law
A person may not loiter or prowl in a place, at a time, or in a manner not usual for law-abiding individuals. When determining if a person has committed this offense, an officer should consider whether or not the person:
(a) Takes flight upon the appearance of law enforcement;
(b) Refuses to identify himself/herself; and
(c) Attempts to conceal himself/herself or any object.
Prior to any arrest for loitering and prowling, an officer shall read the suspect his/her __________________ and then allow the suspect an opportunity to explain his/her presence and conduct. The suspect cannot be compelled to explain his/her presence and conduct without being advised of his/her ____________________.
U.S. Constitutional Rights

a. Writing an Information Report and routing it to the appropriate area;
b. Completing an ARMS BOLO report, ensuring it is cancelled and/or the initial 30-day window is extended as needed;
c. Verbally presenting the information at roll call;
d. Relaying the information via police radio; and/or
e. Posting information on 94Net.

Calls Involving Arson and Fire
Officers responding to active fires or reports of suspected arson shall notify JFRD
Calls Involving Arson and Fire, Upon conferring with JFRD, officers shall ensure an arson detective from the Florida State Fire Marshal’s Office is requested via the Investigative PECO for
a. Any fire to a dwelling, occupied or not, where arson has been proven or is suspected;
b. Any fire to a commercial building, occupied or not, where arson has been proven or is suspected;
c. Any arson to a vehicle or vessel in the patrol officer’s judgment is not auto-theft related;
d. Any fire occurring at a house of worship, even in cases where arson is not suspected;
e. Any fire resulting in a death or with injuries so severe death is expected;
f. Any incident where a firebomb or incendiary device has been placed, assembled, or was activated; and
g. Any fire where property loss is expected to exceed one million dollars.
Fire incidents where arson is a possibility shall be documented in an Information Report and routed to the__________________. Fire incidents with any evidence of arson shall be documented using the appropriate arson charge and routed to the _________________.

Dating Violence
For domestic disputes that did not involve a crime, the officer should attempt to diffuse the situation and suggest methods for handling the parties’ issues

When a crime has been reported involving domestic or dating violence, the officer shall:
Assist victims in obtaining medical treatment for their injuries
Separate , interview, them to identify the primary aggressor

Notify DCF if children involved

Ensure a Violent Crime Acknowledgement Form (P-0720) is completed;
Always complete an Offense Report (even for a case where the victim seems uncooperative), which must contain:
Arrange for the victim to be transported to a domestic violence center, if requested by the victim, and have the NCIC PECO notify the shelter to advise an officer is en route with the victim
Ensure all follow-up requirements are handled
if any children were present during the incident and if so:
Obtain their personal information
Interview any child that can verbally convey what he/she observed or heard during the incident (typically age four and older)
Determine if any child was harmed or exposed to any violence during the incident
Determine if child abuse charges are appropriate
Seize any weapon involved in the incident and ensure it is submitted to the Property & Evidence Facility
Determine if any children were present during the incident and if so, Notify DCF by:
Speaking to a Central Abuse Registry operator
Emailing a copy of the report to Florida DCF’s Abuse Hotline website
Faxing a copy of the report
If probable cause exists for the arrest of the primary aggressor:
Issue a Juvenile Civil Citation in lieu of arrest, if the suspect qualifies
Make a warrantless arrest of the suspect
If neither of these options is possible, seek an arrest warrant
When a domestic or dating violence incident involves a JSO member, the responding officer shall notify his ________________ who shall handle the incident in accordance with Order 130 (Integrity & Special Investigations)

A coordinated response by the initial responding units increases the likelihood of apprehending the suspect and enhances safety
When appropriate, back up units should be staged at possible escape routes.
When necessary, the Aviation Unit and Canine Units should be incorporated into the response and assist with suspect tracking
If a gunfire scene is located, officers shall
Request JFRD personnel to respond to treat any injuries
Secure the crime scene and isolate potential witnesses and/or evidence
Check the area around the reported gunfire incident for victims, suspects, witnesses, and evidence;
Conduct a door-to-door neighborhood canvass if a specific location of the gunfire can be identified by a complainant, witness, or through the location of evidence. Neighborhood Canvass Cards (P-0402) can be used if necessary;
When evidence is located, ensure the incident is documented in an Offense Report using the charge of Discharge Firearm in Public and/or other appropriate charges;
Route the Offense Report to the Crime Gun Intelligence Center (CGIC);
Ensure the scene is processed by a CSU detective or by a patrol officer

When property owners, lessees, or agents request verbal trespass warnings be issued to a subject, officers shall:
Verbally issue a trespassing warning to the subject for the property;
Document the warning and the complainant’s name in the appropriate Information Report.
Officers arresting a subject for trespassing shall document the following for each previous occasion on which the suspect was issued a trespass warning from the property:
The name of the complainant issuing the trespass warning;
The issued date the trespass warning; and
The incident number associated with the trespass warning.
