Deaths Involving the Hospice Program
- An Incident Report is not required for cases in which the deceased person is in the Hospice Program, and that person has not been declared indigent.
- In addition to the referenced above, the following shall also apply:
a. Persons under the care of Hospice Program who have been declared terminally ill, and
b. Prior to death, a doctor has agreed to sign a death certificate.
Whenever the victim has been declared indigent, an Incident Report will be required. In such cases, a Hospice representative (e.g., nurse, funeral home personnel, etc.) will contact the police and request a ………..

- Examples of when a JSO detective shall respond are:
a. Kidnapping;
b. Attempted kidnapping;
c. Extortion or kidnapping of any public figure or corporate official; or
d. Cases not fabricated from domestic disputes and the victim is still missing at the time the incident is reported.
Kidnapping reporting procedures are as follows:
a. If the offense of kidnapping is committed in conjunction with ………………reported offenses of the same incident and the victim is still missing at the time of the report, a separate report (with a separate CCR number) will be written for the kidnapping.

In cases of child abduction, an America’s Missing Broadcast Emergency Response (AMBER) alert may be issued under the following circumstances: [CALEA 41.2.6]
(1) Law enforcement confirms a child has been abducted; or
(2) Law enforcement believes the circumstances surrounding the abduction indicate that the child is in danger of serious bodily harm or death.
The AMBER alert is only activated by law enforcement, is only for serious child abduction cases, and should not be used for runaway or most parental abduction cases unless the circumstance is life threatening to the child. A …………………. shall initiate all AMBER alerts.

Attempted Kidnappings
a. In cases of attempted abductions or abductions/kidnappings where the victim managed to escape or was recovered at the time of the report, officers shall attempt to determine (based on the circumstances) the motivation behind the act. So that the proper Investigations unit can be called out.
b. Appropriate investigative unit detectives shall be called out based on the following motives:
(1) If the motivation is unknown and the victim is 17 years of age or younger, a Special Assault Unit (SAU) detective will be notified;
(2) If the motivation is unknown and the victim is 18 years of age or older, a Homicide Unit detective will be notified;
(3) If the circumstances indicate that the motive was to conduct a robbery, a Robbery Unit detective will be notified regardless of the age of the victim; or
(4) If the circumstances indicate that the motive was potentially sex crimes related, then a SAU detective shall be notified, regardless of the age of the victim.
c. Officers shall route all reports of abduction/attempted abductions to the appropriate detective/unit.
