Florida State Statute (F.S.S.) 943.0439 requires when interviewing an individual (victim, suspect, or defendant) with diagnosed autism or an autism spectrum disorder and upon his/her request or his/her parent or guardian request, detectives shall make a good faith effort to ensure that a………………………………or………………..,………………… is present at all interviews of the individual. Investigative Task Force [CALEA 42.2.4]
- A task force will be formed to accomplish a specific purpose. A task force may be formed to investigate homicides, sex crimes, robberies, burglaries, or any other major crime when:
a. An investigation requires more resources than are normally available from an individual unit or agency;
b. A series of major crimes have occurred which have crossed the boundaries of multiple zones or jurisdictions; or
c. A crime problem is so extensive or widespread that a large-scale police operation with specific objectives is required. - The use of a task force will be approved by the ………………
Chief of Investigations.
The task force supervisor will have supervisory control over the task force and all assigned personnel. He will establish a task force chain of command and his responsibilities will be to:
a. Ensure that all equipment and resource requirements are met;
b. Review and brief personnel on officer safety information;
c. Review and assign identification procedures and tasks for participants;
d. Submit all targets through applicable de-confliction programs or resources; and
e. Evaluate results and the need for continued operations. Submit a written report of the results to the Chief of Investigations and the appropriate division chief.
The responsibilities of the personnel assigned to the task force will be to:
a. Review and analyze all relevant reports and documents;
b. Conduct surveillances, stakeouts, and any other necessary field activities;
c. Interview all victims, witnesses, and suspects; and
d. Make arrests and prepare all appropriate reports.
The Chief of Investigations or his designee shall, in coordination with the Police Legal Advisor, establish a written agreement between JSO and the other agencies involved in the task force. The ……………. shall approve any written agreement before it is disseminated to other agencies.

a. Conduct a security inspection of the interview room in which any suspect, prisoner, or witness is to be placed prior to the interview to include equipment or items to be kept in the interview room;
b. Ensure the prevention of escape by securing the detainee in an interview room. The door will be locked when detainees are left unattended; and
c. By observing detainees or witnesses regularly, detectives and officers can monitor these persons’ behaviors and intervene, if needed, to:
(1) Prevent injuries;
(2) Prevent damage to JSO property;
(3) Accompany detainees to restrooms and/or water fountains only; and
(4) Attend to any other needs of these individuals.

According to the Juvenile Justice and Delinquency Prevention Act (JJDPA), a JJDPA Compliance Monitoring Form must be completed and forwarded to the JJDPA Compliance Monitoring Project. This form is completed in addition to the Holding/Interview Room Observation Form (P-0202). The commanding officers of each detective unit or their designee will forward the JJDPA form to the Commanding Officer of Burglary Unit by their last working day of each month. [CALEA 44.2.3]

(2) The JJDPA form is kept according to the records and retention rules;

Commanding Officer of Burglary Unit
A juvenile is considered placed in a non-secure status if he/she is continuously observed, and the interview room is unlocked; otherwise, the juvenile is considered to be in a secure custody status. [CALEA 44.2.3]
a. In order to avoid a violation of federal law, once the juvenile is placed in a secure custody status, the secure custody cannot exceed …………….before the juvenile must be delivered to the appropriate juvenile detention facility or released.
b. If an interview continues for a period of time longer than six hours, the juvenile shall be placed in an unlocked interview room and be continuously monitored by a sworn officer or detective to comply with federal non-secure custody status requirements

All potential suspect interviews conducted by Investigations will be audio and video recorded in their entirety unless extenuating circumstances exist. This will include times when the detective is not engaged in an active interview and/or when the detainee is alone in the interview room.
