Function of the Dive Unit
A. Provide underwater crime scene preservation and recovery of evidence or persons in accordance with current industry safety standards and underwater crime scene methods.
B. Protect navigable waterways by locating and removing environmental hazards and waterway obstructions.
C. Provide port security for anti-terrorism missions and to protect regional waterways as deemed necessary by local, state, and national authorities.
D. Provide a response-capable team to assist other agencies with cases on a regional and national scale as deemed appropriate by current inter-agency agreements, directives, and approving authorities.
Requests for the Dive Team shall be made via call-out through the Investigative Police Emergency Communications Officer (PECO) by a
supervisor or higher authority
The Dive Team will be called out 24 hours a day when
- A vehicle is fully or partially submerged in water, to include environments where proper personal protective equipment (PPE) is required (i.e., wetlands or shallow areas). This does not apply to victims or objects that could reasonably be recovered without unnecessary exposure to Jacksonville Sheriff’s Office (JSO) personnel or contracted individuals (i.e., wrecker drivers);
- Suicidal or missing persons are believed to be in the water;
- Boat crashes with missing boaters or vehicle crashes with ejections into the water; and
- Anytime a supervisor determines the Dive Team can significantly help the investigation.
Requests for the Dive Team shall contain the following information
- The location of the site;
- Object(s) being searched for;
- The approximate depth and description of the body of water; and
- The location where the person or object(s) was last seen.
The ______ ______ at the scene will maintain responsibility for the scene. However, the Dive Team sergeant or senior Dive Team member at the scene is in charge of the technical operation of the dive portion.
