g. The reality during an active threat event is that most officers will be self-deploying to
the crisis area, inserting themselves into the problem, and operating with initiative-based tactics based on the information learned about the threat. Once a complete contact team has entered to engage the active threat, the next arriving officer or supervisor shall take tactical control and direct the movement of subsequent teams into the hot zone and warm zone. This officer/supervisor is now referred to as Tactical and focuses inward on both responders operating inside the crisis area, as well as the
deployment of new resources requested from staging.

3. Movement through the Crisis Site
i. When encountering IEDs, adherence to the following two protocols will support a more
effective response and prevent unnecessary delay:
(1) If an officer encounters an IED, the officer shall call “bomb cover” and move into an adjacent room. Attempt to mark the area and communicate its location to the ______ or the ________.
(2) If a suspect throws an IED at an officer and the device stops _______________ from the officer, the officer will call “bomb cover”.
(3) If the device lands ____________ of the officers, the officers will call “bomb go”.

(1) If an officer encounters an IED, the officer shall call “bomb cover” and move into an
adjacent room, placing shielding between themselves and the device. Be sure to
clear the room prior to entry. Assess the device and determine if it can be moved
past or if there is an alternate route. Do not touch the device. Attempt to mark the
area near the device with some type of indicator (e.g., glow stick, other available
object, etc.) and communicate its location to the PECO or the on-scene supervisor.
(2) If a suspect throws an IED at an officer, the energy propelling the device will
determine the appropriate tactic. If the device will stop 15 or more feet away from
officers, utilize the “bomb cover” command and seek cover.
(3) If the device will land within 15 feet of officers, utilize the call “bomb go,” and move
quickly past the device and prepare to engage the suspect.

4. Contacting the Suspect and Threat Neutralization
(2) After the above has been completed, the officer must use whatever intelligence he
has available to determine if other threats (human) exist and recommend a course
of action to the on-scene supervisor, such as:
(a) Deploy another contact team;
(b) Deploy Rescue Task Force(s) and identify a CCP:
(i) The Rescue Task Force is comprised of a dedicated security and medical
element deployed in a warm zone to provide rapid medical treatment to
victim(s).
