- A suspect is in custody and in possession of a vehicle stolen from a car dealership during the commission of a burglary;
- A suspect is in custody and is in possession of a stolen motorcycle or large F-Series truck, 250 or greater, or other specialized vehicles as designated by the Auto Crimes Unit;
- A suspect is in custody for cargo thefts;
- An auto burglary with a person shot;
- All warrants obtained by an Auto Crimes detective;
- A marked or unmarked Jacksonville Sheriff’s Office (JSO) vehicle is burglarized (with or without items missing); and
- A police supervisor believes an Auto Crimes Unit detective’s input may be beneficial to an investigation.

(3) Auto Theft – Recovery Other Jurisdiction as the offense when a car, truck, motorcycle, or tractor trailer combination was reported stolen in another jurisdiction and is recovered by JSO.

(3) Auto Theft – Recovery Other Jurisdiction as the offense when a car, truck, motorcycle, or tractor trailer combination was reported stolen in another jurisdiction and is recovered by JSO. This shall be reported on an Information Report with the information reason listed as “Auto Theft-Recovery Other Jurisdiction” (REC/OJ). The Location of Incident shall be the location where the vehicle was recovered; In cases where a suspect is arrested for Grand Theft-Motor Vehicle, Florida State Statutes (F.S.S.) 812.014(2)(c)(6) that involve a vehicle stolen from a different jurisdiction, the above statute shall be listed ONLY on the Arrest & Booking Report. The Information Report shall close out the Auto Theft-REC/OJ as “Information Report Closed” and route to Auto Crimes. The charge of Grand Theft-Motor Vehicle shall not be listed on the Information Report. Since Auto Theft REC/OJ reports are information reports, this case cannot be cleared by arrest, despite the corresponding docket. The narrative of the REC/OJ shall document the arrest being made.

f. Reports of cargo thefts or recoveries that involve commercial vehicles carrying or capable of carrying cargo, to include dump trucks, tractor trailers, containers, etc., shall adhere to the following:

D. Investigations of Vehicles Taken Under Questionable Circumstances
1. When an officer determines that a vehicle was taken under questionable circumstances (i.e., the vehicle appears to have been loaned out in exchange for drugs, etc.), which would eliminate probable cause for the immediate arrest of a suspect, the officer shall:

Officers responding to incidents where a rental vehicle has not been returned to the company from which it was rented shall title the report as Failure to Redeliver a Hired Vehicle unless it is obviously fraudulently obtained. However, before the report is completed the officer shall ensure that:

Failure to Return Hired Vehicle cases fall within the Managing Criminal Investigations (MCI) Category A guidelines, which require patrol officers to conduct the follow-up investigations.
