B. Member Responsibilities and Criteria for Use [CALEA 41.1.5, CFA 14.14]
When a member of the JSO who is trained in the use of Naloxone, during their official duties, has determined that a JSO member (to include police service dogs) or a member of the public, may be suffering from an opioid overdose, the following measures apply:

j. Who should be immediately notified?
a. Officers shall use universal precautions;
b. Officers should conduct a medical assessment of the patient (to include police service dogs);
c. If the officer makes a determination that there has been an opioid overdose, the Naloxone should be utilized;
d. The officer shall administer the Naloxone via intranasal, auto-injection, or injection as prescribed per training and instruction. Officers should be aware that a rapid reversal of an opioid overdose may cause projectile vomiting by the patient and/or violent behavior;
e. Due to the possible risk of violent behavior upon reversal, ensure any JSO member’s firearm is safely secured or a brief safety assessment of a member of the public is performed to secure possible weapons prior to the administering of Naloxone;
f. Request the Jacksonville Fire and Rescue Department (JFRD) respond to the scene;
g. Police service dogs shall be immediately transported to the JSO-contracted veterinarian;
h. Maintain continuous observation and treat as the situation dictates;
i. The treating officer(s) shall inform incoming JFRD about the treatment and condition of the patient, and shall not relinquish care of the patient until relieved by a person with a higher level of training; and
j. Immediately notify the member’s supervisor and watch commander.
All incidents involving the application of Naloxone shall be documented prior to the end of shift using the following reporting methods:
a. An _______________________ which shall contain the following information:
(1) The personal information of the person on which the Naloxone was used;
(2) Facts of the incident and scene observations;
(3) Facts regarding the application of Naloxone and the results; and
(4) The ______________ of the Naloxone used.
b. An electronic Workers’ Compensation Claim using the “IOD Reporting” link on 94Net per Order 521 (Injury and Exposure) for JSO members, if applicable; and
c. Any applicable specialized unit report (i.e., K-9 Reporting System, SWAT After Action Report, etc.).

D. Storage and Replacement [CFA 14.14]
All selected JSO members in possession of Naloxone shall abide by the following guidelines as shown below:
a. Naloxone shall be stored in accordance with manufacturer’s instructions and in approved locations as determined by __________________________;
b. Missing, damaged, or expired Naloxone kit(s) shall immediately be reported to the ________________________; and
c. Requests for replacement of the Naloxone shall be made through the _________________________________.

F. Training and Naloxone Kit Distribution [CFA 14.14]
Prior to issuance and use, all select members shall be trained in the use, care, and control pertaining to Naloxone kits. The following steps shall apply:
