What is the purpose of the Emergency Responses that involve violence SOG?
To establish a standardized approach for safety of personnel at incidents that may involve violence, unrest, or civil disturbances. Such situations may include riots, fights, violent crimes, drop related situations and/or family disturbances.
What is the General response for Emergencies Involving Violence? (list 9)
1- Personnel are to avoid placing themselves in unnecessary danger. Personnel may need to stage in an area close to the incident and await arrival of Police.
2- Personnel may be required to provide an initial report and relay pertinent info to Fire Control and incoming apparatus without leaving the apparatus.
3- Situations requiring police intervention should be communicated immediately to Fire Control. The use of the colour codes may be used as per SOG 05-13.
4- Personnel shall were protective gear and/or clothing clearly identifying them as fire service personnel. There should be no doubt on the scene as to who is with BFES
5- Fire Control must note that during civil disturbances, mass shootings, or active shooter events, 911 call volume may go up
6- For some occurrences, personnel must plan on a large and immediate media response as well as large numbers of parents, family and friends responding to the incident scene.
7- the IC or designate may liaise with medical personnel to assist with multiple casualties and triage.
8- Mass shootings and active shooter events have seen the use of IEDs so be aware of this hazard and the growing use of secondary devices
9- Consider establishing and exclusion zone and lighting to provide a protected environment for personnel to work.
Good practices for medical responses.(list 4)
1- Scan the area for weapon, alcohol, drugs and signs of violence
2- Approach patients in a subtle and non-threatening manner
3- Explain procedures to conscious patients
4- Domestic disputes are often reported as accidents. If possible, separate disputants by placing them in separate areas. Indications of a crime should be reported to police.
