Hazmat fires - the initial response shall….

Hazmats are determined to be present within the fire
Once it has been determined that hazardous materials are present and involved in the fire, the IC shall call for the Hazmat team.
Particular information for first responding personnel to gather shall include:
1-Hazmats involved
2-Chemical names
3-Quantities
4-Containment systems
Reposition of Apparatus?
Reposition any apparatus and personnel as required.
Before entering the hot zone, a thorough hazard risk analysis shall be performed. Questions in this phase may include:
1-Is there a potential that the hazmat may react explosively?
2-Are there hazmats that may spontaneously polymerize?
3-Is there potential that containment systems may explode (BLEVE) due to over pressurization?
4-Is there a potential that personnel may contact hazmats that are toxic or corrosive, particularly through the skin?
5-Are there hazmats present that react energetically with water, air or other contaminants and are they involved with fire?
Hazmat references and on scene specialists
Hazardous materials references and on-scene specialists shall be utilized as sources of information to assist in conducting a hazard risk analysis.

Decon Area - If Hazmat team has not arrived.
If the Hazmat team has not arrived before entry is made, establish a devon area using a charged 38mm line and personnel dressed in full PPE. Ensure that the location is suitable, and that the run-off can be controlled.
When using water streams….
….attempt not to disrupt containers of hazardous materials.
Hazardous run-off
When fighting fires involving hazardous materials, attempt to restrict the quantity of hazardous run-off. If possible, attempt to control and capture all hazardous run-off as per SOG (3-22)
If Initial extinguishment efforts are unsuccessful
…A joint decision by the IC, the industry reps, and the Region of Peel Spills Control and/or Ministry of the Environment, may be made to cease extinguishment efforts, allowing the hazardous materials to burn freely. Exposures shall be protected where this does not add to contaminated run-off
Upon arrival the Hazmat Team shall
1-Evaluate the hazardous materials involved and conduct a thorough hazard risk analysis
2-Evaluate and re-establish zones if required
3-Evaluate and make recommendations regarding the PPE required
4-Assess personnel and civilians to determine whether they require decontamination and/or medical treatment
5-Set up and perform decontamination as required
6-Evaluate, make recommendations and assist with control of hazardous run-off
7-Provide additional manpower for firefighting
8-Regularily evaluate persons exposed to contaminants for symptoms particular to the chemicals involved
9-Conduct air monitoring s required.
After the fire is extinguished….
… the scene may still be considered a hazmat scene and handled as outline in SOG(24-02)
