What is the role of the Fire Chief, Deputy Chief and/or the Platoon Chiefs at major incidents?
It is understood that the Incident Command System places scene commandos the shoulders of the DC as a result of their extensive training and experience. The Fire Chief, Deputy Chief or Platoon Chief(when on scene) shall assist the DC(IC) in bringing the emergency to a successful conclusion.
When the DC arrives on scene, they shall: (list 7)
1- Announce “on scene” to Fire Control
2- Position themselves in an area which will allow an overall view of at least 2 sides of the incident
3- Observe the current situation - what has been done to this point?
4- If possible, complete a 360 or assign someone else to conduct the 360
5- If command is already established, confer with the current IC.
6- Make themselves aware of the staffing deployment and tactics employed
7- Take command by announcing over the radio
Once command has been transferred to the DC, the DC shall:(list7)
1- Employ a tactical worksheet, ensuring all priorities are covered and proper sectoring has been considered and is in place.
2- Look at the strategy and the tactics being used and determine whether the tactics are working towards the desired result. If not, they shall consider what tactics will have to be changed or what tactics will have to be added to reach the desired result.
3- Conduct a Hazard Risk Analysis
4- Consider the need for additional apparatus, support vehicles, i.e. air/light, rehab, command post, support agencies
5- Request through Fire Control any outside agencies required, and specify where they shall report upon arrival at the scene
6- Keep Fire Control updated on a regular basis regarding the situation, and in particular when apparatus becomes available
7- Evaluate the incident, and adjust the incident action plan to suit the existing or changing conditions
When downscaling and terminating the incident, the IC shall: (list 2)
1- When available, release apparatus, while keeping Fire Control informed
2- Terminate command or if applicable, pass command to a Captain on the scene.
