The division of training
The LFIC shall (list 12)
1- visually inspect the live fire building for any possible damage.(doors and shutters checked for proper operation) If conditions are severe enough to affect the safety of the participants, training shall not be permitted
2- note deficiencies or damage, document and forward to the division chief of training
3- notify Comm and Chrysler. If conditions are such that the smoke will not quickly dissipate(low atmospheric pressure) notify maintenance and works&transportation so they may take actions to prevent smoke from entering their buildings
4- postpone any live-fire training if the wind is blowing directly to the north or if conditions will result in the Williams Parkway Campus, including 425 Chrysler Drive, being adversely affected.
5- Ensure participants in live-fire exercises are properly trained in the following subjects:
Live-fire building safety
Fire behaviour
PPE
Ladders fire hose, appliances and streams
Water supply
Pumping ops
Ventilation
Evacuation
Accountability
6- conduct pre-burn briefing session for all participants, in which points of safety and a brief description of the evolution are discussed and assignments are made for all participants in the training session
7- ensure all participants conduct a walk-through of the structure in order to have knowledge of and familiarity with the layout of the building and all exits
8- be a qualified live-fire instructor
9- determine the number of training attack lines and backup lines that are necessary
10- assign the following personnel:
Live-fire Safety officer(s)
1 instructor/ supervisor to each functional crew entering the structure, which shall not exceed 5 students
1 instructor/supervisor to the backup line along with a RIT
Entry control/accountability person
Ignition officer
11- decide when to ignite the training fire in coordination with the live-fire safety officer
12- provide for rest and rehab of participants, including any necessary medical evaluation, treatment, fluid replacement and relief from climatic conditions
The LFIC must ensure participants in live-fire exercises are properly trained in the following subjects(list10)
1- live-fire building safety 2-fire behaviour 3- PPE 4- ladders 5- fire hose, appliances and streams 6- water supply 7- pumping ops 8- ventilation 9-evacuation 10- acountability/ entry control
During a live fire training session the LFIC will assume the following personnel (list5)
1- Live- fire safety officers
2- one instructor/supervisor to each functional crew entering the structure, which shall not exceed 5 students
3- one instructor/ supervisor to the backup line along with a RIT
4- entry control/accountability person
5- ignition officer
The Live-fire safety officer shall. (List 6)
1- have the authority to intervene and control any aspect of the operations, when in their judgement, a potential or actual danger, accident, or unsafe condition exists
2- do their utmost to prevent unsafe acts and eliminate unsafe conditions
3- ensuring that PPE is appropriately donned and used
4- endeavour to provide for the safety of all persons on the scene including participants, instructors, visitors, and spectators
5- assist the ignition officer with lighting fires
6- not be assigned other duties that interfere with safety responsibilities
What is the responsibility of the Instructor/supervisor at live fire training scenarios
Shall monitor and supervise all assigned students during the live-fire training evolution
What shall the ignition officer do during the live-fire scenario(list4)
1- not be a participant in the training exercise
2- control the materials being burned
3- in the presence of the Safety Officer ignite the fire(s)
4- ensure a charged hose line accompanies them when they are igniting any fire
Safety considerations during live-fire training scenarios(list11)
1- all appropriate PPE shall be worn by anyone involved in any activity on the training grounds (exception is in the designated rehab areas)
2- debris hindering the access or egress of the participants shall be removed
3- no more than 4 pallets shall be used to start a fire (consideration shall be given to pallet weight and material)
4- the location of the fires shall in no way impede someone’s egress from the building
5- the division of training shall supply the ignition device, which shall be the only method used to ignite all fires in the live-fire training building
6- the fuels that are used in live-fire evolutions shall have known burning characteristics, such as clean wooden pallets, paper and straw
7- the use of flammable or combustible liquids in the fire building is forbidden
8- the training exercise shall be stopped immediately, if the LFIC determines through ongoing assessment that the combustible nature of the environment represents a potential hazard
9- an exercise, stopped as a result of an assessed hazard, shall continue only when actions have been taken to reduce the hazard.
10- PPE may build up and hold heat in if numerous entries are made into the burn building. The effect of cumulative heat on equipment will cause damage or breakdown
11- when excessive heat is detected by personnel int he live-fire building or PPE starts to fail from heat, the live-fire building should be evacuated immediately regardless of the temperature
12- no personnel shall be permitted to act as a victim(s) during live-fire training
Live-fire training other considerations
1- no other vehicles other than emergency apparatus and vehicles used for auto extrication shall be permitted on the training grounds, without permission of the fire chief or designate
2- during drafting operations, direct all hose streams into the return tube on the drafting tank
3- all operations involving the flashover simulator shall comply with SOG 1-10
4- after operations, do not leave any hose or other equipment on the training grounds, unless authorized by the division of training
5- when all operations on the training grounds are finished, ensure that the gate is closed and locked
6- once a year, the structural integrity of the building shall be evaluated and documented by a licensed professional engineer with live-fire building experience and expertise
7- separate sources shall be utilized for the supply of attack lines and backup lines in order to preclude the loss of both water supply sources at the same time
8- each hose line shall be capable of delivering a min of 360L/min
9- a backup line shall be provided to ensure protection for personnel on attack lines
10- care shall be taken when using manikins to ensure they are not damaged. After the completion of training, place manikins inside training building or the training equipment storage container. Report any damage to the division of training
11- exercise caution when directing any hose streams to avoid causing damage. Direct all exterior hose streams away from the training burn building
12- ventilate the live-fire building upon completion of all interior fires.
13- consecutive live-fire evolutions on the same day shall use alternating burn rooms
14- ensure the live-fire training building and grounds are kept clean and in good condition
Safety considerations during roof operations while using the live-fire training building(list 7)
1- when the roof gate is open, all persons located within the adjacent hatched area in the roof shall wear a fall arrest system as defined and in accordance with the occupational health and safety act
2- only persons trained in the use of the roof crane shall operate the roof crane
3- equipment hoisted using the roof crane shall be secured using straps or bag meant for that purpose supplied by the division of training
4- the roof crane shall hoist no more than four pallets at a time
5- under no circumstances shall a person be hoisted, lowered or otherwise supported using the crane
6- during the operation of the crane, no person shall be located in the hatched area below the crane or in an open area on the steel stairway not covered bat landing
7- deficiencies or damage shall be documented and forwarded to the division chief of training.
