This guideline assumes that critical info regarding the incident has been forwarded to personnel and that they anticipate hazardous materials on site and therefore shall conduct corresponding operations.
Hazardous materials incidents may include anything from manufacturing compounds to household items to weapons of mass destruction to CBRN incidents
Personeel must remain cognizant and aware of…
the incident scene they are responding to in that a hazmat response may not be originally initiated but required once further info is gathered.
Upon recognition of signs of a HazMat incident personnel shall
leave the immediate area, initiate a hazmat response, and conduct a hazard risk analysis if there is potential for victims
Approach and Placement of the Apparatus
1-When possible, approach from an upwind, uphill direction
2-Apparatus should try to approach the incident from different directions to provide flexibility
3-Initial placement of the apparatus should be beyond the evacuation distance as referred in the Emergency Response Guide.
4-Initial placement of the apparatus shall be off the property of the incident in such a manner as to restrict the access of vehicles onto the property. Exception - when the building is determined to be exceptionally large/set back from the road, the first arriving officer may place the apparatus on the property while still remaining a safe distance.
5-Fire Control shall direct a company rep to bring any necessary info and meet the first arriving apparatus.
6-All responding outside agencies will be directed to the warm zone. The IC will act as a liaison to all outside agencies or appoint a sector officer for that task.
Roles of First Responding Apparatus(11)
1-Determine Zones (hot, warm, cold). Zones shall be announced over the radio
2-Control entry/exit of the hot and warm zones
3-Gather info, including but not limited to(the HazMat involved, Casualties or injured persons, what actions persons at scene have already taken)
4-Utilize the expertise of on-scene personnel in their assessments, recognizing their familiarity with the product
5-Protect on-scene personnel and civilians by isolating and evacuating the scene as required.
6-Assess the situation to determine possible rescue situations.
7-If HazMat Team has not arrived before entry is made, establish a devon area using a charged 38mm line and personnel dressed in full PPE. Ensure that the location is suitable and that the run-off can be controlled.
8-Request assistance beyond the usual scope if required(company reps, region of Peel spills, MOE, Canutec)
9-1st officer shall undertake the responsibility of the HSO until delegated to another individual
10-Relay pertinant info, as quickly as possible, to incoming units
11-Assist HazMat team after their arrival.
Assess the situation to determine possible rescue situations. If a rescue is required with inadequate PPE, the IC must undertake a Hazard/risk analysis including the consideration of the following?
1-How great the risk
2-How long will the rescue take
3-What are the patient’s chances of survival if a rescue is attempted.
Responsibilities of the IC.
1-Designate an HSO. (qualified person-HazMat team member shall only be considered for this role)
2-Ensure Emerg. decon area has been set up for personnel entering the hot zone prior to HazMat team arrival.
3-Ensure Entry Control/Account. is established for any personnel entering the hot zone
4-Confer with the HSO regarding the needs and requirements of the sector
5-Reference the ERG for appropriate evac. distances if required. The IC shall determine the priority order for evacuations using wind, lay of the land, flow of streams, etc. It is recommended that in most cases the immediate exposure are evac. first followed by secondary exposures.
6-Consult with police on the evacuation plans and perimeters. Info regarding the probable stay away time should be passed on to the evacuees.
7-Set up isolation procedures if required and use the police where possible. Isolation is crucial for incidents involving traffic routes.
8-Decide to what extent fire personnel will assist in clean-up. The person/company who had control of the HazMat prior to its realize is responsible for the clean-up.
9-Transfer responsibility of the incident to a competent agency prior to leaving the scene when clean-up of the HazMat is not completed by fire personnel. (ROP spills control, MOE, A clean-up company or a company rep.)
10-Ensure anyone having received a direct unprotected exposure is sent to the hospital.
11-Ensure all waste products are disposed of according to Peel Environmental Control or the MOE.
12-Prepare a post incident analysis to be forwarded to the Div./c of Training and Fire Admin. for incidents that require the donning of chemical suits.
Responsibilities of the HSO.
1-Consult with the IC to determine/confirm the actions required to remove nonessential personnel from the area of danger, if not already done.
2-Advise the IC if protection in place should be considered.
3-Adjust the size/location of the hot, warm, cold zones if required
4-Consult with the IC to determine/confirm the actions required to stabilize the HazMat.
5-Determine the hazards and risks (Consider:hazardous nature of the materials, including the toxicity, flammability and reactivity -the quantity of the HazMat - the containment system and type of stress applied to the container - the level of available resources.)
6-If not already done, direct actions to identify all of the HazMats involved as well as any other hazardous conditions that may exist. Assume the worst case scenario when HazMat can’t be identified.
7-Ensure the appropriate level of PPE is used for the Known/possible HazMat
8-Prior to HazMat personnel entering
a)A decon area is ready
b)Back-up Hazmat personnel are standing by to assist the initial entry team
c)Entry team has specific orders to where to go and what their tasks are
9-Frequently advise the IC of conditions and operations within the hot zone
10-Determine the decontamination level according to the Decon Manual
11-Ensure proper operation of the devon area.
Determine the hazards and risks. Factors that must be considered are?
1-The hazardous nature of the materials, including the toxicity, flammability and reactivity
2-The quantity of the HazMat
3-The containment system and type of stress applied to the container
4-The level of available resources
Prior to Hazmat personnel entering the hot zone, the HSO shall ensure that
1-A decon area is ready
2-Back-up Hazmat personnel are standing by to assist the initial entry team
3-Entry team has specific orders as to where to go and what their tasks are
Eat, drink, chew gum, void?
- Personnel shall not eat, drink, smoke, chew gum or void in areas where they may be contaminated
- Personnel who have potentially been exposed to a Hazmat, shall not eat, drink smoke or void until after decontaminating.
Personnel and Apparatus out of service?
All personnel and/or apparatus will be out of service until the HSO and the IC are satisfied that a thorough decontamination has taken place.
Exposure reports?
All personnel shall fill out the necessary forms (i.e. exposure forms)
Concerns over decon of Bunker gear, vacuum filters, and car wash brushes?
Where possible, consult chemical specialists to determine if decon clean-up procedures are adequate. Of particular concern are bunker gear, vacuum filters and car wash brushes.
All contaminated equipment should be…
…washed in/or over a portatank using the decontamination solution prior to leaving the scene.
