definition- Occupant support
a BFES member whose responsibility it is to provide support to the public at an emergency , after consulting with the IC
-SOG 1-14 Occupant Support-
the IC should establish OS when modified duties or full duties personnel are available and under the follow conditions (2)
- at all structure fires
- at any incident deemed necessary by the IC

The IC Shall establish OS at scenes where
- large scale evacuations are required
- temporary sheltering is necessary (via transit bus, nearby structure)
- any evacuees which may included civilians suffering from a communicable disease
-SOG 1-14 Occupant Support-
Occupant support daily duties shall include all the follow (but are not limited to) (4)
- Report to the on-duty PC
- perform any needed duties as required by the on-duty PC
- Check the after hours medical cabinets for adequate supplies
- ensure the required supplies for OS201 are available

Occupant support incident Duties include (but not limited to) (17)
- Report to the IC upon arrival at the scene
- confer with IC in order to be able to explain to the affected parties concerns such as, what happened, what we are doing and why, how long
- Obtain from the affected party any significant info regarding the structure or contents that might assist IC, forward this info
- provide cellular telephone access for the affected parties
- communicate the affected parties and or evacuees location to IC
- If required notify Victim services, red cross, salvation army or other relief agencies
- If required notify other necessary agencies and/or individuals
- Provided coordination of salvage efforts with IC
- Determine from affected parties the location of valuables and notify IC
- Where safe to do so and after approval of IC, coordinate a walk through of the structure with affected parties
- Provide Transportation as needed and requested
- distribute and explain the “after the fire brouchuer”
- Assist the affected party in notifying insurance agency, security services, restoration company
- Provide blankets and a shelter where practical to do so (ie department van, cab of apparatus, neighbours houe, transit vehicles) to get occupant out of the weather and at a single location
- identify any mental health needs of affected parties as well as any spectators or evacuees, ie possible effects of shooting, mass casualty, highly visible, critical rescue
- provide on-going service and support until the affected parties indicates our services are no longer needed
- OS responsibilities may extend beyond the termination of the incident

Occupant support Evacuations duties (shall include but are not limited to) (50
- report to IC upon arrival
- confer with the IC in order to understand the scale and requirements of the evacuation
- after consultation with IC determine a suitable location for evacuees to congregate, while arrangements are made for temporary sheltering location. this may include transit buses, nearby structures and or another location
- assess and determine needs of any evacuees and provide for same when possible
- once a suitable location has been determined assist the evacuees with transferring to that location

Evacuees- potential/confirmed communicable diseases
- if it is determined that any evacuee is suspected and/or confirmed communicable disease those evacuees shall be separated from remainder of the evacuees immediately
- once a suitable location has been determined those evacuees that have communicable disease shall be transferred to a temporary shelter location
- Considerations for the temporary shelter location
- fire personnel are to provide PPE and usuage for other persons (transit operator, building staff) if required
- other persons shall be advised not remain in bus/room when providing temporary shelter
- screening for those entering shelter areas
- signage indicating “quarantine area”
- when working around public with suspected communicable diseases, wear appropriate PPE
- Transit bus/room utilized as temporary shelters shall not be released back to the driver/building staff until
- touch point disinfection has occurred by fire personnel
- if available sanitation of shelter area using department equipment (NOCOSPRAY)

Mental Health needs
occasionally the public is witness to a critical life threatening event that can have substantial psychological impacts on them. these person may be survivors of a critical event, a witness to a mass casualty, a parent of a severely injured child or a witness to the death of a family member,
Victim services peel may be able to assist

Mental health needs
additionally, witness may have misunderstandings of fire department operations that cause a delay in the removal of the patient (ie trench collapse, an electrocution rescue…) addressing these issues_
on site, early or as soon as possible following the event can minimize these misunderstandings, reduce phychological effects and produce improved relations with the public
