If LCO is restored prior to expiration of the specified time interval, do you have to complete the action?
No
If there is no Action for an LCO not being met, what actions should be taken?
within ONE HOUR to place the unit in an opcon in which the spec does not apply, by placing it, as applicable, in: (N/A in opcon 4 or 5)
1) Startup w/in the next 6 hours.
2) Hot Shutdown w/in the following 6 hours.
3) Cold Shutdown w/in the subsequent 24 hours.
That’s 1+6+6+24 = 37 hours total
If LCO not met, you can still enter an OPCON if either:
a) The Actions you will be entering into allow operation for an unlimited amount of time.
b) A risk assessment was performed.
c) When an allowance is stated in the individual spec.
If a piece of equipment is INOP, can it be returned to service to test it?
Yes
How long do you get if a single or multiple snubbers are broken?
you get 72 hrs (1 train) or 12 hrs (more than one train) to fix it before the system is inop.
What happens to the equipment if it fails a surveillance?
it is INOP
What happens if you do not perform a surveillance on time? Can you delay the surveillance past the due date? if so, then how long?
It is INOP
A surveillance can be extended up to 25% longer than its periodicity
How long do you have to perform a surveillance that was accidentally skipped?
The greater of 24 hrs or the frequency that it is done.
Can you enter another opcon if you have not completed all surveillances? Is there an exception?
No, exception is 3.0.4.
This does not apply if you need to shutdown.
Describe the operability criteria for “offsite power sources”.
500Kv Bus Sections 1 & 2 energized by two offsite sources (Red Lion 5015, New Freedom 5023, or Salem X-Tie 5037). Two feeds (10X and 20X) into a split 13.8Kv Yard, with each feed supplying power to an energized separate Station Service Transformer (AX501 and BX501). An independent offsite feed is considered available to the safety related distribution system IF all four of the 1E infeed breakers are OPERABLE.
What is the basis for the Torus water level requirements?
ECCS Systems (3.5.3) – The limit on suppression chamber in water volume ensures that sufficient water is available to permit recirculation cooling flow to the core. (OPCON 1,2,3). In OPCON 4 and 5 the water volume is reduced because the reactor coolant is maintained at or below 200F, the min water volume is based on NPSH, recirculation volume and vortex prevention, plus a safety margin.
Containment Systems (3.6.2) – The min and max water volume ensure pressure during the design basis accident is maintained <62#. Maximum torus water level for Hope Creek - this is an indicated water level of 124 inches in the Torus.
What is the basis for the Recirc loop flow mismatch limit?
ensure an adequate core flow coastdown from either recirculation loop following a LOCA.
What is the MSIV Isolation valve basis?
The maximum closure time has been selected to contain fission products and to ensure the core is not uncovered following line breaks. The minimum closure time is consistent with the assumptions in the safety analyses to prevent pressure surges.
Do you get rollover minutes when required to change opcons several times in the same LCO?
If your already in hot shutdown when you enter an action item, you don’t get rollover minutes. I.e. If it is a 12/24 hr action but you are already in Hot Standby, you only get 24 hours to get to cold shutdown (not 36 hrs).
However, if you are just prompt in getting to the next opcon early you do get rollover minutes. I.e. for the same 12/24 hr action, if you only take 6 hours to get to hot standby, you still get the extra 6 plus 24 hours to get to cold shutdown.
Describe the basis for the Torus Operating Temperatures
Under full power operating conditions, blowdown from an initial suppression chamber water temp of 95F results in a water temp of approximately 135F immediately following blowdown, which is less than 200F. At <200F the available NPSH exceed that required by both the RHR and CS pumps, thus there is no dependency on containment overpressure during the accident injection phase. (This can be taken as the basis for the 105F limit while testing HPCI or RCIC as well. – to maintain NPSH limits for CS and RHR)

105 – during testing – for NPSH post blowdown for ECCS without overpressure. Begin temperature monitoring before testing begins on HPCI/RCIC
110 – with thermal power less than 1% - MSS
120 – with MSIVs closed (depressurize to <200 w.in 12 hours)
