What are the purposes of the Refuel Interlocks?
place limitations on the movement of refueling equipment and control rod blades during certain potentially unsafe conditions.
Limit inadvertent Rx Criticality
Limit the number of ways that reactivity can simultaneously be added to core during refueling
Provide redundant methods of assuring safety during refueling should procedure violations occur.
What are the 3 basic interlocks provided by refueling interlock circuitry?
Rod Block
Refuel Platform reverse travel block (Toward Rx)
Hoist Block
What conditions, when sensed provide input to refeul interlocks?
All CR inserted Refuel Platform positioned near or over RPV Refuel Platform hoists loaded (any) Fuel Grapple Normal Up Position of Rx Mode Switch Power Supplies (29-3/39-3)
How often are Refuel Interlock Checks Required?
Prior to ANY fuel handling w/ head off RPV and weekly thereafter until handlings in Rx is complete (TS SR 3.9.1.1)
What shall be done if ANY interlock is found INOP during fuel handling operations?
IMMEDIATELY suspend all in vessel fuel movement with equipment associated with interlock OR insert a rod block and verify ALL rods in.

What are the “FORWARD” and “REVERSE” directions of the refuel Bridge?
Forward is toward the fuel pool.
Reverse is toward the Rx
What are the three basic REFUEL INTERLOCK ROD BLOCKS?
CR Not all IN + Second CR Selected + Mode Switch in Refuel
Any Bridge Hoist Loaded (OR Grapple not full Up) + Platform Near/Over Core + Mode Switch in Refuel
Platform Near/Over Core + Mode Switch Startup
What COnditions will cause a REVERSE travel Block?
Platform Near/Over Core + Mode Switch in STARTUP
ANY hoist loaded (OR grapple not FULL UP) + CR NOT all IN + MD Switch REFUEL + Platform Near/Over Core
What Conditions will cause Hoist Operation?
Monorail Hoist Loaded + CR Not all IN + Platform near/over core = STOP MONO HOIST UP OPERATION
Frame Hoist Loaded + CR Not all IN + Platform near/over core = STOP FRAME HOIST UP OPERATION
CR Not all IN + Platform Near/Over Core = STOP GRAPPLE OPERATION IN BOTH DIRECTIONS
Who is required to oversee fuel movement operations?
Person holding an ACTIVE SRO license or a Senior operator license limited to fuel handling to directly supervice activities of moving fuel
WHat must be done during fuel movements?
No personnel access to undervessel areas and above 2nd floor in DW
What actions must NSO make during fuel movements?
NSO to verify SRM’s indicate between 3 and 100cps after TWO fuel assemblies loaded around EACH SRM
What must be performed if Hi Rad alarm on Refuel Floor during fuel moves?
Evacuate Refuel Floor
What happens if agreement cannot be met between bridge and NSO for fuel moves?
Contact CRNO - required to be onsite and cognizant of situation when ever fuel moved to/from reactor
