What is the purpose of Technical Specifications?
Technical Specifications provide limits and guidelines for the safe operation of the plant to minimize the hazards to the public and maintain plant integrity.
What are Technical Specification Limiting Conditions for Operation(LCO)?
A Technical Specification LCO describes the lowest functional or performance level of equipment for the safe operation of the facility. The LCO specifies the minimum amount of equipment that must be operable, while the applicability section lists the MODES and CONDITIONS when the LCO is required.
What is the relationship between the Facility Operating License and Technical Specifications?
Technical Specifications are part of the Facility Operating License, and are legal requirements, as discussed in the Code of Federal Regulations Title 10, that must be met to operate the facility.
What are the Selected Licensee Commitments?
The Catawba Nuclear Station Selected Licensee Commitments Manual contains commitments to control important plant equipment and operating conditions not controlled in elsewhere such as in Technical Specifications. The SLC is part of the UFSAR.
What is the definition of ACTION in accordance with Technical Specifications?
ACTIONS shall be that part of a Specification that prescribes Required Actions to be taken under designated Conditions within specified Completion Times.
What is the definition of CHANNEL CALIBRATION in accordance with Technical Specifications?
A CHANNEL CALIBRATION shall be the adjustment, as necessary, of the channel so that it responds within the required range and accuracy to known input. The CHANNEL CALIBRATION shall encompass the entire channel, including the required sensor, alarm, interlock, display, and trip functions. Calibration of instrument channels with resistance temperature detector(RTD) or thermocouple sensors may consist of an inplace qualitative assessment of sensor behavior and normal calibration of the remaining adjustable devices in the channel. Whenever a sensing element is replaced, the next required CHANNEL CALIBRATION shall include an inplace cross calibration that compares the other sensing elements with the recently installed sensing element. The CHANNEL CALIBRATION may be performed by means of any series of sequential, overlapping calibrations or total channel steps so that the entire channel is calibrated.
What is the definition of CHANNEL CHECK in accordance with Technical Specifications?
A CHANNEL CHECK shall be the qualitative assessment, by observation, of channel behavior during operation. This determination shall include, where possible, comparison of the channel indication and status to other indications or status derived from independent instrument channels measuring the same parameter.
What is the definition of CHANNEL OPERATIONAL TEST(COT) in accordance with Technical Specifications?
A COT shall be the injection of a simulated of actual signal into the channel as close to the sensor as practicable to verify the OPERABILITY of required alarm, interlock, and trip functions. The COT shall include adjustments, as necessary, of the required alarm, interlock, and trip setpoints so that the setpoints are within the required range of accuracy.
What is the definition of OPERABLE - OPERABILITY in accordance with Technical Specifications?
A system, subsystem, train, component, or device, shall be OPERABLE or have OPERABILITY when it is capable of performing its specified safety function(s) and when all necessary attendant instrumentation, controls, normal or emergency electrical power, cooling and seal water, lubrication, and other auxiliary equipment that are required for the system, subsystem, train, component, or device to perform its specified safety function(s) are also capable of performing their related support function(s).
What is the definition of FUNCTIONAL - FUNCTIONALITY in accordance with the Selected Licensee Commitments?
FUNCTIONALITY is an attribute of Structures, Systems, and Components(SSCs) not required to be OPERABLE by Technical Specifications. In general, an SSC is FUNCTIONAL or has FUNCTIONALITY when it is capable of performing its specified function(s) as set forth in the current licensing basis for the facility. FUNCTIONALITY does not apply to specified safety functions, but does apply to the ability of non-Technical Specification SSCs to perform other functions. SSCs described in these Selected Licensee Commitments(but not described in Technical Specifications) are FUNCTIONAL or have FUNCTIONALITY when they are capable of performing those functions considered necessary to meet their associated COMMITMENTS.
What is the definition of MEMBER(S) OF THE PUBLIC in accordance with the Selected Licensee Commitments?
MEMBER(S) OF THE PUBLIC shall include all persons who are not occupationally associated with the plant. This category does not include employees of the licensee, its contractors, or vendors. Also excluded from this category are persons who enter the site to service equipment or to make deliveries. This category does include person who use portions of the site for recreational, occupational, or other purposes not associated with the plant.
What is the definition of PROCESS CONTROL PROGRAM in accordance with the Selected Licensee Commitments?
The PROCESS CONTROL PROGRAM(PCP) shall contain the current formulas, sampling, analyses, tests, and determinations to be made to ensure that processing and packaging of solid radioactive wastes based on demonstrated processing of actual or simulated wet solid wastes will be accomplished in such a way as to assure compliance with 10 CFR Parts 20, 61, and 71 and Federal and State regulations, burial ground requirements, and other requirements governing the disposal of radioactive waste.
What is the definition of SITE BOUNDARY in accordance with the Selected Licensee Commitments?
The SITE BOUNDARY shall be that line beyond which the land is neither owned, or leased, or otherwise controlled by the licensee.
What is the definition of SOURCE CHECK in accordance with the Selected Licensee Commitments?
A SOURCE CHECK shall be the qualitative assessment of channel response when the channel sensor is exposed to a source of increased radioactivity.
What is the definition of WASTE GAS HOLDUP SYSTEM in accordance with the Selected Licensee Commitments?
A WASTE GAS HOLDUP SYSTEM shall be any system designed and installed to reduce radioactive gaseous effluents by collecting Reactor Coolant System offgases from the Rector Coolant System and providing for delay or holdup for the purpose of reducing the total radioactivity prior to release to the environment.
