What is the purpose of the of the Solid Waste System?
- Collect solid radioactive waste
- Provide for the storage and preparation for shipment to an NRC or Agreement State Licensed Offsite Disposal Facility
- Reload the demineralizers after sluicing
What is the Process Control Program?
A set of administrative and operational controls to regulate the dewatering/unwavering of radioactive liquids and wet solids to meet transportation and/or disposal site requirements.
What types of Wet Waste do we generate?
- Powdex Resin

Where does the Powdex Resin come from, and where is it processed?
- Powdex resin comes from the Condensate Polishers
2. Powdex resin is processed in the Turbine Building/Service Building
Where does Bead Resin come from, and where is it processed?
- Bead resin comes from various demineralizers in the plant.
- Bead resin is processed at the Waste Solidification Facility?
What is Dry Active Waste, and who processes it?
- Dry active waste comes from filters, compactible trash(rubber gloves, rags, etc), and non-compactible trash(filter cartridges)
- RP processes this waste
What is the difference between Dewater and Unwater?
Dewatering removes all water, and Un-watering only removes a portion of the water
What is the design/purpose of the Spent Resin Storage Tank(SRST)?
- Provides storage for spent resin from radioactive or potentially radioactive demineralizers
- Provides NPSH for the Spent Resin Sluice Pump
- Nitrogen is provided to fluff, sparge, and provide the motive force to push resin from the SRST to the Resin Batching Tank(RBT)
What is the design/purpose of the Resin Batching Tank?
- Receives resin slurry from the SRSTs
2. Mixes and dewaters the resin slurry
What is the design of the Spent Resin Sluice Pump?
- Takes a suction from either of the SRSTs
- Discharges to:
A. Either SRST
B. Inlet Header
C. Sparge Header
D. Deminerlizer Sluice Header
What is the design/purpose of the Spent Resin Sluice Filter?
A 25 micron spent resin sluice filter at the discharge of the Spent Resin Sluice Pump for filtering out resin fines from the resin sluice water
What is the design/purpose of the Evaporator Condensate Batch Tank?
- The first choice to receive inputs from dewatering activities in the Waste Solidification Facility
- Vented to the Auxiliary Building Ventilation System
What is the design/purpose of the Evaporator Condensate Holdup Tank(ECHT)?
Acts as a backup to the ECBT
What is the design/purpose of the Alternate Radwaste Transfer Pump?
Provides the motive force to transfer resin from the Resin Batching Tank to the Waste Solidification Facility(transfer to the HIC)
How many Dewatering Pumps are there?
There are two Dewatering Pumps:
- Resin Batching Tank Dewatering Pump
- Liner Dewatering Pump
What is the design/purpose of the Resin Batching Tank Dewatering Pump?
- Remove water from the resin in the RBT
- Fill the transfer lines with water between the RBT and the SRST
- Flush the transfer lines following resin transfer
What is the design/purpose of the Liner Dewatering Pump?
- Skid mounted Dewatering Pump used to remove water from the resin that’s in the HIC
- Discharges to the ECBT(first choice) or the ECHT
What is the design/purpose of the Waste Solidification Facility?
- Curbed concrete pad located in the far east side of the Auxiliary Building
- Shield walls are provided to protect personnel from excessing dose rates while processing liners for shipment
- This is where the primary process demineralizer’s resin are processed, stored, and shipped
What is the design/purpose of the Monitor Tank Building in relation to the waste processing?
- Facility to process liquid radioactive waste
- Contains filters and demineralizers to process incoming waste water
- The Powdex Storage Tank(PST) is used as the primary storage tank for resin sluiced from the demineralizers in the MTB
- Capability is provided for dewatering and subsequent transfer to a truck mounted shipping container for offsite burial
Where are the Condensate Polishers’ resin processed?
The resin is processed in the Turbine Building
Where are the Steam Generator Blowdown Demineralizers’ processed?
The resin is processed in the Turbine Building
What are the two types of shipping containers, and when are they used?
- High Integrity Container(HIC) is used for high radiation level waste
- General Design Package is used whenever radiation levels are less than 1000mr/hr
Who’s requirements are met using the Process Control Program?
- NRC
- CFR
- State of SC
- DOT
- Other burial and shipping requirements
What is the required personal protective equipment when loading resin?
- Lab coats
- Rubber gloves
- Face Shields
How many operators are required for transferring resin to a HIC?
Three operators are required to transfer resin to the HIC
- One operator monitoring the liner at the WSF
- One operator for operating the Alternate Resin Transfer Pump
- One at the Hittman Panel to control the valves and demin water necessary to complete the transfer
How many Resin Batching Tanks does it take to fill a HIC?
2 or 3
What is the requirement for free standing water in a HIC?
There must be less than 1% free standing water
What is the normal cycle for dewatering of a HIC using the Liner Dewatering Pump?
- The Liner Dewatering Pump is set to run for 8 hours
- Liner sits for 8 hours
- This is repeated for 3 cycles
- Following the 3rd cycle water is measured in a container. If there is more than 5 gallons the dewatering cycles must continue until less than 5 gallons is collected
How many days are allowed for shipping the HIC once the fill head is removed?
The HIC must be shipped within 10 days of closure
How many days are allowed to cap the HIC following removal of the fill head?
The HIC must be capped within 3 days of fill head removal
What are the general requirements for shipping HICs?
- Duke must use vendor certified procedures for shipping and our own procedures for operating plant equipment
- Sealing of liners:
A. Lid and Liner must have matching serial numbers
B. Vent is checked to ensure vent holes are free of debris
C. Threads are lubricated to aid in sealing the liner
D. HIC closure tool is used to tighten the liner lid
E. Liner must be capped within 3 days and shipped within 10 days of dewatering - Shipping is arranged via a certified trucking company which uses pre-approved routes
