Terms and meaning from Dictionary of Tariff and Customs Terms with organization and functions of the various Offices of the Bureau of Customs.
cargoes that need special stowage, supervision and checking owing to their value. Examples: fancy items, apparels, furs, laces, spirits, precious items. These items are kept in a special cargo locker. Petroleum products and dangerous goods are also considered as such for they require specially-designed containers.

a container designed for special merchandise (e.g., dry bulk container for dry bulk commodities like sugar and grains, tank container for gas, and open-top and platform container for heavy equipment, lumber, etc.)
special container
a common carrier authorized to transport special cargoes, like households’ goods, petroleum products and hazardous materials.
special-commodities carrier
a warehouse for products that require unique facilities, such as grains (through conveyor elevator), liquid (through tank) and tobacco (through barn)
special-commodity warehouse
a region in a country, often in an industrial park, providing privileges to export-oriented enterprises, like duty-free importation, hospitable labor climate and tax incentives. It houses several enterprises (locators) that assemble, process or manufacture raw materials into finished products for export.

a document issued behalf of an underwriter stating the terms and conditions of marine insurance. It is issued when evidence of insurance is being required, for instance, by a bank before granting a letter of credit application.
special policy of insurance
one wherein the opening bank transmits the instrument or draft to the beneficiary through its correspondent bank. As such, payment or negotiation is made by the latter bank in the country of exportation.
specially advised letter of credit
a customs authority for loading of articles (e.g., provisions or bunker fuel) on a ship even without an export entry or export declaration.
special permit to load
a customs authority for the transfer of certain imported shipments from customs custody to other storage area or premises prior to payment of duties and taxes.

a program of the United Nations that encourages more participants in international trade and commerce, especially small and medium-size enterprises.
Special Programme for Trade Efficiency (SPTE) [for the United Nations Conference on Trade and Development]
refers to cement mixer, fire truck, ambulance and/or medical unit, armored military vehicle, luxury/tourist bus with specialized body, etc.

a kind of duty imposed on luxury items such as tobacco or alcohol, based on quantity, volume, or weight, without regard to an article’s market value or price

a principle under the agreement on subsidies and countervailing measures, which encourages subsidy to an export product
