Terms and meaning from Dictionary of Tariff and Customs Terms with organization and functions of the various Offices of the Bureau of Customs.
a certificate of origin issued for exports that are not qualified under either the Generalized System of Preferences or ASEAN (Association of Southeast Asian Nation) Preferential Trade Agreement but is required by the importing country.
General Certificate of Origin
a common carrier authorized to transport general commodities, and those not designated as special cargoes.
general-commodities carrier
include rent, electricity, legal fees, etc.
general exceptions
all imported articles entered under consumption or warehousing entry, or through Special Economic Zones.
general imports
consume ration of all the bills of lading.
general manifest
a system wherein industrialized/donor economies grant special treatment (reduction of elimination of duties) to imports from - less-developed/borrower countries. Under this scheme, the latter is not obliged to grant similar preferences to the former. The products included are those under headings 25-99 of the Custom Cooperation Council Nomenclature, with limited exceptions. Headings 1-24 for agricultural products are also included.
Generalized System of Preference
a certificate of origin issued for exports qualified for preferential treatment under the ASEAN (Association of Southeast Asian Nations) Preferential Trade Agreement.
Generalized System of Preferences Certificate of Origin (Form A)
a warehouse for storage goods that are readily handled and packaged, and do not require a controlled environment.
general-merchandise warehouse
a tariff which applies to countries that do not enjoy either Preferential of Most-Favored Nation (MFN) treatment. Where the general tariff rate differs from the MFN rate, the former is usually the higher rate.
general tariff
a fraudulent scheme used to make it appear that certain finished goods have been exported, through the use of fake documents, misrepresentation, or other devices contrary to laws.
ghost report
maintained by the U.S. National Association of State Development Agencies, it is an electronic system for collecting and disseminating trade leads and business opportunities.
global export manager
an economic system characterized by greater trade among nations, education of trade barriers, more intensive use of technology to link various economies.
Globalization
a system wherein a governments allows imports from different countries, provided their aggregate amount does not exceed a stipulated quota.
global quota system
a system of the United Nations Conference on Trade and Development that uses electronic technology to stimulate international trade.
Global Trade Port Network
a railcar with a platform and side covers three to five feet high, used for loading long, heavy items.
gondola
include any container, pallet or similar article of transport or packaging, if supplied by the consignor.
Goods
a vital element of insurance contract which required the insured to disclose all material facts before the consummation of the contract.
good faith
a phrase in a charter contract which indicates that the ship is seaworthy.
good ship
an order held by a broker until filled or canceled.
good till cancelled
factors that enable a business to earn profit, like favorable location, reputation in the community, or quality of its employer and employees.
goodwill
obligation of government-owned or-controlled firms to pay Customs duties, taxes, and other charges for their importations.
government accounts
a term in a charter contract of coal, ore, phosphate, etc., wherein additional costs incurred for the use of a grab (to unload said cargoes) are shouldered by the ship-owner. As a general rule, no grab discharge is allowed for such goods, but they stabilize the vessel when put in her deep tanks.
grab discharge
policies and practices non-tariff trade barrier that involves government purchase of goods and services from domestic suppliers, despite higher price or inferior quality compared with imported goods.
government procurement
total cubic capacity of a ship’s hold to carry grains.
grain capacity
certificate a document issued by a surveyor of a ship’s cargo, stating that-she is fit to carry grains. This certificate is usually required to a charter contract for grains transport.
