Terms and meaning from Dictionary of Tariff and Customs Terms with organization and functions of the various Offices of the Bureau of Customs.
a sum of money paid to the arrastre contractor by the owner consignee, or agent of a shipment for its receipt from a vessel, handling, and temporary storage at the piers or Custom premises.
arrastre charge
a private firm contracted by Customs to engage in receiving, handling, moving, stacking, or temporarily storing shipments at the piers and wharves or Custom premises. Classic examples are the Asian terminals, Inc. (at the Port of Manila) and the International Container, Terminal Services, Inc. (at the Manila International Container Port)
arrastre contractor/operator
total unpaid obligations.
arrears
the seizure of a ship by an authority of a court of law. By preventing the ship from sailing out, it is constituted as debt security pending settlement of a dispute to which it is a party
arrest
a situation wherein a ship or aircraft, loaded with passengers and/or cargoes, reached the port of destination
arrival
a phrase that means all documents bearing on a cargo have been delivered to the consignee or his agent.

a notice sent by a carrier to a designated/named party, who is advised on the arrival of a shipment

calling of a vessel at the nearest or most convenient port due to lack of provisions, fear of seizure of pirates, or sea accident
arrival under stress
a situation wherein a ship is commercially within the port to load or unload cargo, has entered the Customshouse, or where the notice of readiness has been given by the master of the vessel to the charterer. It is the reckoning period within which the number of the lay days is counted
arrived ship
standards Committee X12 accredited by the American National Standards Institute (ANSI, and consists of government and industry members who create national EDI (electronic data interchange) standards. Such standards are later submitted to ANSI, and then to the United Nations and the Economic Commission for Europe, for approval and dissemination

ASEAN Free Trade Area
a certificate of origin issued for exports qualified under the tariff reduction programs of the CEPT scheme, which is the basic instrument used to implement the ASEAN Free Trade Area (AFTA) Agreement
ASEAN Common Effective Preferential Tariff Certificate of Origin
an agreement signed in 1996 to promote industrial cooperation among ASEAN countries. A 90% Margin of Preference is given to products under this scheme
ASEAN Industrial Cooperation [AICO Scheme]
an agreement signed in 1993 to provide preferential treatment to industrial joint ventures among ASEAN countries. A 90% Margin of preference is given to products under this scheme
ASEAN Industrial Joint Venture [AIJV Scheme]
a regional trade agreement among Indonesia, Malaysia, Philippines, Singapore, Thailand, and Brunei (1987), concluded on February 24, 1977. Margins of Preference are granted on certain export products shipped to another ASEAN country. ‘An importer pays lower tariff if the products originates from another ASEAN country
