Terms and meaning from Dictionary of Tariff and Customs Terms with organization and functions of the various Offices of the Bureau of Customs.
a term coined by the Organization for Economic Cooperation and Development, it refers to developing countries, like Brazil, South Korea, Mexico, Singapore, Taiwan, which have reached a relatively advanced stage of economic growth.
Newly Industrialized/ing Countries
safeguards such as imposition of higher tariffs, tariff quotas, or quantitative restrictions, which are in effect for four years, and extendible to eight years. They must, however, be progressively lifted during the latter period.
new safeguards
as defined by the U.S. Department of Commerce, it indicates that a company has not exported during the past two years, or prior exports were due to unsolicited orders.
New to-export
a term shown in a manifest which indicates that the ship has no cargo.
nil cargo

a situation wherein ordered goods have not been shipped at the port of destinations
non-shipment
forms of trade barriers, like qualitative restrictions or quota system, charge, strict government regulations, domestic support programs, discriminatory labelling and health standards, exclusiove business practices. non-tariff barriers
measures such as imposition of import quotas or quantitative restrictions, non-automatic importr selling, Customs surcharges, fees and charges, strict customs procedures, export subsidies, unreasonable standards, Government procurement, restrictions, inadequate intellectual property protection, and investment restrictions. Similar to non-tariff barriers, these do not include imposition of Customs duties.
