Designed to improve quality of life and care of residents in nursing homes due to extremely poor conditions and status of many institutions where there were many basic rights violations (pressure ulcers from neglect, restraint use, retaliation or use of psychotropic suppressive drugs), enforced by state visits (the ombudsman) periodically to ensure and clear the facility.
