What is it?

Who uses it?

A

This is the swift and immediate deployment of law enforcement personnel in a crisis situation where delays could result in additional death or injury to innocent persons. Rapid deployment is intended to control, contain, and neutralize threats.

Why was it developed?

A

The background on THREAT came out of a study using the Sandy Hook Elementary School shooting. It helped identify (5) top priority areas to assist in increase survivability.

We use TECC (Tactical Emergency Casualty Care) which is the civilian version of TCCC (Tactical Combat Casualty Care)
