What’s the intent?
To ensure:
- all are working from the same communications plan
- all resources, FMAGS, and evacuations are placed per the SOP
- establish Unified Command (well communicated)
What is a Mutual Threat Zone Policy:
It’s an agreement made between Cal Fire and SD Fire-Rescue or other agencies.
- it provides prompt notification of incidents
All resources responding to vegetation fires in the MTZ will respond on and utilize the assigned _____________ for the incident and will communicate with the CAL FIRE San Diego Unit’s Emergency Command Center (ECC) “Monte Vista”.
VHF radio frequency for the incident and will communicate with the CAL FIRE San Diego Unit’s Emergency Command Center (ECC) “Monte Vista”.

What happens when a fire is reported in the Mutual Threat Zone (MTZ) initial dispatch? What is dispatched on the Metro Zone and Monte Vista (San Diego).
Monte Vista (San Diego) will dispatch a “full” assignment (low, medium, or high).
Metro Zone will dispatch a 1st Alarm Vegetation.
What radio is used when dispatched to a Mutual Threat Zone area?
VHF
What is used to determine whether a fire is in a Mutual Threat Zone area?
CAD mapping
What can I expect from dispatch on a Mutual Threat Zone fire?
VHF Command, Tach, and A/G are given. If not, ask for them.
What channel should be used if VHF command channels can’t be accessed?
10-K
Who should I communicate with enroute to a Mutual Threat Zone fire?
- “San Diego” used to be Monte Vista
- IC, if established
What channel may be used on a Mutual Threat Zone incident if command channels are not available?
MVU 1

MVU 2 (especially if “tone” not available on the command channel)
What is 10-K for?
It is to be monitored while enroute, and once “in the area” of the incident switch to assigned VHF command channels.
Does tactical VHF channels have repeaters?
No; they do not.
