Why did the monarch need control?
Monarchs and PC needed to develop systems that allowed them to maintain social order and keep royal power.
Needed to keep those with power- nobility and gentry in line as they could be a threat.
Needed to find solutions to social and economic problems that might lead to unrest.
The Marches and Marcher Councils
The control of the ‘Marches’ and the Marcher Councils like Scotland, South West and Wales was vital as unrest and rebellion was likely there.
The Nobility
The nobility kept order in their lands and the relationship with the monarch was very important as they could rise or fall of families causing risk of revolt due to them having loyal ‘subjects’ communities.
JP’s
A civil/legal defense particularly used by Elizabeth to keep law and order.
Lord Lieutenants
A new role under Elizabeth that was responsible for county control.
Issue of Communication
The further from the South East you got the less communication was effective and it was remote. This caused issues for control as the monarch had a looser grip in enforcing the law and hearing of revolts/rebellion.
