Henry gave him patronage to paint the Whitehall Mural, he gave him £30 per year. Made it clear he was the rightful heir of Henry 7 and Elizabeth of York, then Edward. It showed image and power. Many nobles copied.

Made him seem manly, not a boy but with Henry’s virtues and strengths, strong as an heir.

Yes, to enhance power by propaganda e.g. many noble families copied the Whitehall Mural to seem more prestigious and powerful. They would employ artists to enhance their heir family name and position in society but more so other forms of patronage like Whitehall Mural.
