Marchers
Militarized zone on the E border of Wales and Scotland.
Vital for defense.
Aristocrats/nobles controlled them- had increased legal and military power ‘quasi kings’
Henry onwards-increased direct control and undermined /limited traditional powers
Marcher Council
Formal authority to control the marchers.
What did Cromwell do to increase control in Wales?
1540-Welsh Marcher Council-President and Vice President appointed by the king. Consequence of Cromwell’s gov’t changes in Wales. To maintain Royal Power/authority.

Parliamentary Act 1543- Changed Welsh legal system and allowed council to be given specific legal and political powers- answerable directly to state (M and PC) More powers to control.
Issues with the North
Remoteness (hills, agricultural lands, vast) and Communication
Scotland
Huge Area- Western, Middle, Eastern Marches
Nobles kept order and defense- can be bribed
Wardens too- lot of pressure.
What did Wolsey do to increase control in the North? (Council)
1525- Re-established the Council of the North
North was under stricter control. Achieved administrative and organization changes to ensure it was loyal.
Council President was E nobleman or Bishop from the South/Midlands (no bias/loyalty to North Nobles/communities). Answerable with life to M.
