What is the caveat or exception to the rule about surrender of license?
A
The Board may agree to have the psychologist surrender his/her license to avoid having to take action against the psychologist. This is up to the Board, though, not to the licensee.

What is the rule re: surrender of license?
A
A psychologist can not surrender his/her license or allow it to lapse in order to avoid the Board taking action against him/her (that is, if the licensee is under investigation or while charges are pending against the psychologist).
