To whom are all funds collected payed to by the Board? How does the Board receive funds?

How does the Board fund operate? Or, what is the purpose of the Board fund?
The fees charged (licensing, exams) produce revenues that approximate the cost of maintaining the Board. Funds cover the compensation and expenses of Board members.
What are 5 other important facts about the Board fund?
1) the fund shall be used to cover all documented direct and indirect costs of the Board.
2) no other State money may be used to support the fund.
3) a designee of the Board shall administer the fund.
4) moneys in the fund can only be used for any lawful purposes authorized under this article.
5) the Legislative Auditor shall audit the accounts and transactions of the Fund in accordance with State law 2-1220.
