No, application fees are non-refundable. Exam fees are refundable if the written request is received 2 weeks before the exam date.

Can fees change? What is the rule re: the one-time transitional annual licensure renewal fee?

Yes, as decided by the Board. Licensees and applicants shall be notified of any fee changes.
For licensure renewal due between January 1st and March 31st, 2000, a licensee whose license number is an odd number shall submit one-half of the biennial renewal fee for a 1-year license.

Are there any other fees for licensure renewal besides those assessed by the Board?

Yes, the Maryland Health Care Commission (MHCC) assesses a fee for health care professionals which the applicant shall pay at the time of license renewal as specified in COMAR 10.25.02.
