What are the 5 exceptions (or exemptions) to the requirement for a psychologist to be licensed in order to practice psychology? That is, who may actually practice psychology without a license in MD?
1) an employee of the federal, state, or other government agency, or chartered educational institution while performing those official duties (they can not do private practice on the side without a license).
2) a certified school psychologist performing those official duties for the school system only (e.g., including conducting staff dev and training workshops for compensation).
3) a student, intern, resident, or fellow in psychology while functioning within their formal training program under supervision of a licensed psychologist.
4) a Psychology Associate.
5) a psychologist licensed in another state or jurisdiction who is a recent resident of the State and has been accepted to sit for the next State exam. This person may practice in MD under the other state’s license until they take the MD exam. At this time, the individual would either be licensed in MD or must stop providing psychological services independently.
What are 2 other caveats to whom may practice psychology in MD without a license?
1) non-residents – the Board may authorize an unlicensed individual to practice in MD if the Board finds that the circumstances warrant it and the individual is not a resident of the State but meets the qualifications, other than residence and examination, for a license.
2) the exceptions/exemptions do not apply to individuals employed by the Dept. of Health and Mental Hygiene, a county health dept., the Baltimore City Health Dept., the Dept. of State Police, or the Dept. of Public Safety and Correctional Services (after July 1, 1985). Anyone not licensed in these settings must be registered with the Board as a Psychology Associate.
