The verb agrees with the subject, even when the subject follows the verb.

When the subject is complex, the verb agrees with the main noun in the subject.

A

She lives in China.
More people live in China than in other places.
Displayed on the board were the exam results.
Many leading members of the opposition party have criticized the delay.
The only excuse that he gave for his actions was that he was tired.

If the subject is a clause (sentence), keep the verb in the singular.

If there is a WH-clause, the verb agrees with the following noun.

A

To keep this young people in prison is inhuman.
Whoever took them remains a mystery.

What worries us is the poor process.
What is needed are additional resources.

Nouns collective can be used with singular or plural.
If the collective refers to the whole, use singular. If it refers to each individual, use plural.

A

The council has (have) postponed a decision on the new road.
The committee usually raise their hands to vote. (as individuals).
The school is to close next year. (as a whole).

When names and titles end with “s” and quoted plural or phrases, we use singular verb.

A

The Machine Gunners was one of the most famous books.
At this time of the year, the Netherlands is one hour ahead of the UK.
“Daps” is the word used for sports shoes.
