Future from the past we use the past of the verbs forms for the future, and always in reporting.
I haven’t got much money, so I’ll stay at home this summer.
Eleni decided she would stay at home this summer.
I’m not going to say anything about the exam today because I don’t have time.
I wasn’t going to say anything about the exam, but the students asked me about it.
Will you be going alone?
At the time, I thought I would be going alone, but Eleni decided to come.
There is to be a meeting this evening.
It was announced that there was to be a meeting this evening.
If the future from the past is still the future, Present or Past is possible.
It was announced this morning that there is to be/was to be a meeting this evening.
Use was/were to +infinitive for things that happened and was/were to have +Past Participle for things didn’t happen.
The boat, which was to have taken them to the island, failed to arrive.
He was to find out that the car he had bought was stolen.
It is more natural to say supposed to.
I was supposed to help, but I was ill. (more natural than I was to have helped).
