What is the difference between a a person that is a suspect and maybe subject to charges and a person that is a possible witness?
The suspect must be advised of his right to representation or else any questions the he answers cannot be used against him, Witnesses do not have this right, if they refuse to answer question then they can be recieve disiplinary charges for refusal to answer.
