Yes, but notify the admin company that you marked it.
Vacant buildings are still required to be maintained, leaving them subject to Fire Code rules listed in section 5.1 (F.C. 311). Can a V.O. or N.O.V. be used to enforce these code violations? (5.8)
Yes, but enforcement may prove to be difficult. An A-8 to Fire Prevention would be the way to go here.
