What is Lobby Sector?
Used to control access to building or area during fires, Hazmat, rescue operations, and any other event needing limited access and accountability of entry and exit.
Access control is established at an identified entry and exit point. How is the hazard zone identified?
With Hazard Zone tape
How does Lobby Sector control access?
1: These are the only points members will enter or exit
2: They must control these points and maintain accountability
3: Only members authorized by command may enter
4: They must ensure members have proper PPE
5: They will record names, times, and assignments of personnel
Who establishes lobby sector
One FF from the initial crew, this should be upgraded to a company early
How are civilian personnel allowed to access the hazard zone?
Accompanied by a FF with a radio
When shall safety sector be established?
1: Multiple alarm event
2: Working fire
3: Special ops rescue
4: First alarm Hazmat
5: Any other incident with a special hazard with unusual risk to FF or civilians
Who assumes Safety?
1: During normal business hours Safety 202
2: A BSO
3: Another officer with BSO certification
4: TRT or Hazmat Officer is assigned Technical Safety duties
5: Department Safety Officer assumes safety on their arrival
When is the Incident Command System implemented?
All working incidents with 3 or more companies
Who does Safety report to?
1: Directly to Command
2: They have full authority to terminate suspend, or alter any unsafe condition or action

1: Life Threatening

How are Life Threatening interventions handled?
1: Immediately and Directly. There my not be time to immediately after action corrected.
2: Emergency Traffic
3: Consideration to overall strategy must be made
How are Non Life Threatening interventions handled?
One on one with FF or officer. (ladder placement, SCBA use etc). These often do not affect strategy.
What is On Going safety incident planning?
Upon arrival Safety ensures a safety plan is implemented and must be consulted from here forward on implementing plans and actions.
What are Safety Sector responsibilities?
1: Ensure all crews operating safely within standards
2: Review and implement safety plan
3: Terminate, alter, suspend unsafe acts
4: Observe and recon all areas and asses safety needs and correct
5: PPE
6: Coordinate with building engineers, officials, and specialist about risks and measures
7: Monitor health, welfare, and rehab
8: Progress reports to command
9: Work with command and Planning on safety plan
10: Request additional resources
What if the purpose of resource sector?
1: Establish s a supply pool
2: Provide a standby supply of personnel, equipment, commodities
3: Check area for left equipment upon termination of event
4: Provide immediate support to operating sectors
5: Anticipate needs
6: Maintain a log of assigned companies, their sector, and time there were assigned
Where should Resource sector be located in a non high rise operation?
Close proximity of the scene but outside of perimeter in a safe location. Ensure area is large enough to meet foreseeable needs.
Where is resource located in a high rise operation?
2 floors below the fire, or some other safe location below the fire.
Command needs to maintain a fresh amount of crews in resource. When crews arrive and their apparatus is not needed, where should these crews be sent?
To Resource sector intact. Command will request crews from Resource sector.
In a high rise operation h ow many crews should be kept in Resource at all times?
1 crew for every crew assigned to the fire floor
On a high rise what radio designation should resource use?
Resource and assigned floor “Resource 15”
How are resources called for from crews?
1: For equipment they may contact resource directly
2: For Personnel they will go through command
