What is the hot zone?
Any area that requires an SCBA, a charged hose line, and PPE, and has the risk of becoming lost trapped or injured
Who will ensure that the daily CAD roster, and PASSPORTS, and Helmet tags reflects the members on the truck?
Company Officer. It is also their responsibility to makes sure their crew stays intact on an incident
Crews arriving on scene should remain intact. What is a minimum crew size and what must each member have?
2 or more members / A radio
Crews will go in together stay together and come out together. What must all crews have to enter a hot zone?
A Supervisor
If a radio or PPE fails while in the hot zone all crews must exit unless they have what?
Another working radio.
Who may be an Accountability Officer?
1: Engineer
2: Sector Officer
3: A Designated Accountability Officer
The first arriving company will announce accountability location in a follow up after the on scene report. THis report includes what?
1: The accountability unit ID
2: Geographic Location
3: Initiation of the accountability system

What must command give in addition to an assignment to later arriving crews in regards to accountability?
An accountability location

What is a PAR for a Company Officer and a Sector Officer?
Company Officer: visual confirmation that members are present
Sector Officer: Accounting for all crew members of all companies operating in their sector. Should be conducted face to face when possible
When is it required to obtain a PAR?
1: Any report of missing or trapped firefighter
2: Any change from offensive to defensive
3: Any sudden hazardous event (flash over collapse)
4: When an “All Clear” is declared
5: Every 30 minutes of elapse time
6: At report of “Fire Under Control”
7: Anytime command feels necessary
Where is the initial accountability location and who is the initial accountability officer?
1: The first engine on the geographic side of the incident or point of entry
2: The Engineer
When will Sector officers manage PASSPORTS?
Only if they are NOT entering the Hot Zone
As the incident escalates to a level that Accountability Officers are assigned Command should implement an Accountability Sector that reports to Safety Section to manage Accountability Officers. They will operate on their own radio channel. What are Accountability Sector responsibilities?
1: Develop and implement a plan to track and account for all members in hot zone
2: Ensure that each Sector has an accountability officer
3: Request and manage resources as needed
4: Provide progress reports to command
5: Initiate PARs on benchmarks or as needed
As members arrive for duty what must they immediately do? Also what is the Firefighters responsibility on an incident?
1: Update PASSPORT and helmet tags
2: Stay with the crew at all times
What are the RULES OF THUMB for PASSPORTS?
1: PASSPORTS NEVER enter the hot zone
2: PASSPORTS must me maintained at the point of entry of the hot zone
3: PASSPORTS must reflect only members in the hot zone
4: Crews must turn in PASSPORTS when entering and retrieve when leaving
Where can the PASSPORT for the first engine of each geographical side remain?
Attached to the dash
What is the distance park at where you can leave your PASSPORT at your truck and the Engineer tracking accountability will pick them up?
50 feet, any crew parked greater than 50 feet must hand deliver
If the initial ladder company is parked that would not permit easy delivery of PASSPORTS what can they do?
May leave it on the dash of their apparatus
What if a Ladder is assigned to a Sector?
Then they must deliver their PASSPORT to an accountability location for that sector
What if a crew exits at a different location than they went in?
They must immediately notify the Accountability officer and retrieve their PASSPORT
What if a crew cant retrieve their original PASSPORT and is being reassigned?
They must make a “make up” PASSPORT
Where will crews deliver PASSPORTS in a high rise event
Same manner as other event types until the creation of LOBBY Sector, then they mus deliver it there
Once Resource Sector is established at a high rise event, what is their responsibility with accountability?
Resource collects all PASSPORTS of companies in fire combat positions and assign an Accountability Officer to each point of entry and stairwell
Who manages PASSPORTS for support sectors at a high rise event?
Sector officer
When can the PASSPORT system be terminated?
At the ICs discretion after “Fire Under Control” and a PAR has been obtained
When must Command initiate a RIC Crew
All “Working” situations and or operations that pose a special hazard
What must be the assumption for a absent member of any crew?
That they are lost or trapped in the Hot Zone. Company Officers must immediately declare a “Mayday”
What must Command do following a “Mayday”
The next greater alarm with a medical component. Then they must initiate an immediate PAR of all crews in the hot zone. The RIC team will then be deployed to the last know location of the member. IC must adjust the strategy making search and rescue a priority.
What are the responsibilities of the Sector Officer, Accountability Officer, and Accountability Sector officer in regards to Accountability?
Sector Officer: Responsible for all crew in there sector and knowing their exact location
Accountability Officer: Teaming up with Sector Officers and managing accountability of that Sector
Accountability Sector Officer: Manages Accountability Officers and the Accountability system
What is Command responsibility in regards to Accountability?
Tracking the location of all crews, and must advise later assigned crews of their accountability location
