A 4” water supply system provides cooling for the TBM and water for firefighting operations. This system is equipped with 2-1/2” NST outlets every 200 feet within the tunnel and a Fire Department connection located above ground next to the hydrant at Bailey Street and Pennsylvania Avenue (southwest corner).

The On-Site Safety Plan advocates that injured victims are to be brought to the portal and crane-lifted on a Stokes Litter Basket by Construction Workers to grade level. Fire Department resources should coordinate operations with the “Crane Operator who will facilitate moving the victim and/or provide current situation status. Consideration should be given to assigning a member with the operator to,rnaintain positive communications.

First responders, in order to facilitate a rescue, may utilize on-site monitoring experts to determine atmospheric safety levels, as long as work in the affected area is deemed safe for tunnel construction workers.

All Fire personnel may enter a tunnel with a non-compromised atmosphere (oxygen levels between 19.5-23%, CO levels no greater than 25 ppm, H2S no greater than 10 ppm, N02 no greater than 5 ppm, C02 levels no greater than 5%, LEL no greater than 10%), provided they wear a SCBA and a Self-Rescuer respirator. First responders may obtain tunnel atmospheric information from the Traylor Brothers Safety Officer, a Traylor Brothers Supervisor, an MTA Inspector, or from the gas indicators located in the onsite construction trailer.

These allowable atmospheric readings will be posted in the contractor’s trailer immediately adjacent to the gas indicators. It should be noted that if a Department issued 3-gas monitor registers an alarm, the area should be considered a compromised atmosphere, as the monitor is pre-set for allowable oxygen levels, CO levels, and LEL.

Self-Rescuer respirators are maintained and stored at each portal entry by the contractor for the specific use of LAFD personnel.

Compromised Atmosphere:
Entry into a known compromised atmosphere (any reading other than the approved NIOSH levels-
see non-compromised atmosphere) makes the breathing apparatus policy more restrictive. A SCBA and a Self-Rescuer respirator is required, however personnel are limited to initial observation or atmospheric testing with the following conditions:
- A two-member” team that is in sight of the surface (in the vertical shaft).
- A four-member team if they will be out of sight of the vertical shaft.
- A back-up team is standing by.
- Entry into a compromised atmosphere does not exceed a distance of 500’. Members entering a compromised atmosphere under the above conditions are limited to 12 minutes working time with a 60-minute bottle and 9 minutes with a 45-minute bottle, thereby allowing sufficient air reserve to exit the tunnel.
Entry into a tunnel with a known compromised atmosphere beyond initial observation or atmospheric testing is limited to US&R certified members only.

The Tunnel Utility is assigned to Fire Station 25. The Tunnel Utility is a Department Van with 18 complete Bio-Marine brand “Biopak 240” re-breathers, Cyalumne glow sticks and other pertinent tools and equipment to support the use of the re-breathers.

direct fire attack should only be justified if there is a possibility of saving a life. In the event of a fire, companies will have a water supply via the four-inch contractor’s water supply pipe.
The water system in the tunnel, during construction, consists of a:
- 4-inch temporary pipe supplied by a hydrant
- 2%” Fire Department outlet every 200’
- Fire Department connection located next to the hydrant at ground level.
Engineers shall pump a max. of 150 psi into the Fire Department connections.

If the tunnelatmosphere is determined to be non-compromised, the first-in company may enter the tunnel to assist with patient care as long as they comply with the SCBA and self-rescue device requirements.

Tunnel Division will ensure that all emergency operations are discontinued and the tunnel evacuated should the tunnel atmosphere meet or exceed 20% Lower Explosive Limit (LEL).
