Notifying residents within a two block radius of the practice burn at least 48 hours prior to the anticipated burn date
Define
Attack plan
Written plan(s) contained in the burn plan for each fire attack that designate the objective of the given attack, calculation of fire loading, hand line placement for each type used and safety considerations.
Define
Burn plan
The overall plan that contains all attack plans, water sources, calculation of fire load, emergency escape plan(s), designated ingress/egress routes, exposures to be considered/protected and all safety considerations.

Combustible Liquid.
A liquid having a closed cup flash point at or above 100 degrees Fahrenheit (38 degrees centigrade). Combustible liquids shall be
subdivided as follows:
1. Class II. Liquids having a closed cup flash point at or above 100 degrees Fahrenheit (38 degrees centigrade) and below 140 degrees Fahrenheit (60 degrees centigrade)
- Class IIIA. Liquids having a closed cup flash point at or above 140 degrees Fahrenheit (60 degrees centigrade) and below 200 degrees Fahrenheit (93 degrees centigrade).
- Class IIIB. Liquids having a closed cup flash point at or above 200 degrees Fahrenheit (38 degrees centigrade.
Define
Fire Load.
A measure of the maximum heat that would be released if all the combustibles (e.g. interior finish, floor finish, structural elements, combustible contents) in a given area burned.

Flammable Liquid.
A liquid having a closed cup flash point below 100 degrees Fahrenheit (38 degrees centigrade). Flammable liquids are further categorized into a group know as Class I liquids. The Class I category is subdivided as follows:
- Class IA. Liquids having a flash point below 73 degrees Fahrenheit (23 degrees centigrade) and having a boiling point below 100 degrees Fahrenheit (38 degrees centigrade).
- Class IB. Liquids having a flash point below 73 degrees Fahrenheit (23 degrees centigrade) and having a boiling point at or above 100 degrees Fahrenheit (38 degrees centigrade).
- Class IC. Liquids having a flash point at or above 73 degrees Fahrenheit (23 degrees centigrade) and below 100 degrees Fahrenheit (38 degrees centigrade).

Safety Handline
A separate hose line at least 1-3/4” in diameter flowing at a minimum of 95 gallons per minute (gpm) used to mitigate unusual hazards that are not protected or removed; does not replace a back-up or second attack line.

Site plan.
A physical drawing of the burn site contained in the burn plan; includes
position of the structure, water sources, water supplies, apparatus, attack, back-up
RIT and safety hoseline positions, command post, rehab, etc.
The participant to instructor or team leader ratio shall not be
greater than 5 to 1.
The on scene Safety Officer for structural stability shall
inspect the structure after each attack before proceeding to the next fireground
operation in the offensive mode.
The building owner shall complete the clean up of the area within
30 calendar days following the training exercise.
The attack plan and site plan shall be submitted to the Training and Safety Division at least
one week prior to the anticipated burn date.
Establish two separate water sources or one water source and one water supply (TDR 51)
a. A single pumper with its own water source shall supply all fire attack hose lines.
i. Each fire attack hose shall flow at a minimum rate of 95 gpm.
b. Back-up hose lines and RIT lines shall be supplied by separate pumpers with separate water source or supply.
i. Each back-up hose line shall flow at a minimum rate of 95 gpm.
c. Safety handlines, if used, shall flow at a minimum rate of 95 gpm.
d. For the purposes of this policy, water carried on an engine(s) alone shall not be considered a sufficient separate water supply.
In addition, the Incident Commander or his/her designee shall contact
Tacoma Water as early as possible to give the date and location of the live fire training exercise.
