Who shall review and maintain this document.
Deputy Chief of Administration or his/her designee
Company Captains shall
- Regularly review BITS and uniformly assign night inspections to each
shift. - Ensure that each assigned night inspection is completed.
- Ensure that night inspections are completed on a Friday or Saturday night, between the hours of 2100 and 0200.
Inspections may be conducted on any other night if there is reason to believe
the nightclub, cabaret, or place of assembly is expected to have an occupancy load at or near their Posted Occupant Load
(POL).
Define
Assembly Occupancy
Places with an occupant load of more than 50 persons where people gather for education, instruction, worship, entertainment,
amusement, drinking, dining, or awaiting transportation.

Nightclub/cabaret:
Place of assembly that serves alcohol and has a dance floor or entertainment, or both.
Define
Occupant load
The calculated number of occupants allowed in a building. The occupancy use type determines this number and a square footage factor (e.g., dance floor 7 square feet, seating 15 square feet per person).

Severely overcrowded
Building occupant load is 20 percent or more above POL.
Site Criteria for Night Inspections are
Facilities with an occupant load of 100 or more.
The ON-CALL DUTY INSPECTOR shall be notified and respond to
any overcrowding situations.
Inspections resulting in a correction notice shall
be forwarded to the Deputy Fire Marshal for follow up. No company re-inspections are required.
Ten percent over POL
Contact Fire Communications to dispatch the Duty Inspector. Have entry control persons restrict entry by allowing entry
only after occupant load is below POL.
Between 10 percent and 20 percent over POL
Have entry control person initiate immediate occupant reduction by a method that suits them without creating a civil disturbance. This could include a PA announcement or turning on the lights to get occupants’ attention.
Greater than 20 percent over POL
Is considered severely overcrowded
and requires Tacoma Police Department intervention to reduce overcrowding.
Company Officers shall contact Fire Communications and request the Duty
Inspector and TPD to assist prior to initiating
any occupant load reduction that
poses a potential condition for civil disturbance or riot.
