Define
False Alarm
An alarm system that functions as designed but where no emergency exists (e.g., an alarm goes off due to heat increases that set off the heat detector, particles in the air—smoke, dust, heavy chemical vapors—set off the
smoke detector.
Define
Malfunction.
An alarm system that does not function as designed (e.g., sent an improper signal, showed an incorrect zone, self-closing doors did not function trouble light on the alarm panel, heat detectors, smoke detector alarms without
provocation).
Define
“On hold”
A fire alarm system that is not functioning because it is being tested or actively worked on.
Define
Qualified person
An individual 18 years or older who is knowledgeable about the building and its extinguishers and fire protection system and who is physically capable of:
Detecting fire by sight, smell and sound
Moving throughout the building
Immediately notifying TFD by phone
Notifying occupants of evacuation

Standby personnel
Qualified person assigned to monitor a building when the automatic systems are out of service.
All individuals involved in a fire watch shall
maintain a log of his/her activities on FIR 2520 0018 Fire Watch Notice/Check Sheet.
FCC personnel shall
a. Not dispatch TFD units in response to “on hold” fire alarm systems calls
b. Notify FPD personnel whenever an “on hold” fire alarm system is not put back into service in a timely manner
